2.   For State aid to education to be distributed by
the Comptroller in accordance with the provi-
sions of Article 77, Section 215 of the Annotated
Code of Maryland, as amended by Chapter 142
of the Laws of 1967, and in accordance with the
several provisions of Section 2 of said Chapter
142

(13.04.03.01)  State share of current expenses ..    34,417,100.00

(13.04.03.02)  Current expense incentive aid ....      2,965,000.00

(13.04.03.03)  Transportation..............................         545,900.00

(13.04.03.05) School Building Construction Aid    31,382,000.00

All of which appropriations shall be in addition to and not in
substitution of items bearing the same designation in Chapter 199
Laws of 1967 (the Budget Bill), and the appropriation of funds in
the Budget Bill in the amount of $12,312,852.00 under the title
"Incentive Fund for School Construction" is hereby ratified and
confirmed to be utilized together with the appropriation above of
$31,382,000.00 in accordance with the provisions of Article 77, Sec-
tion 222 of the Annotated Code of Maryland, as revised by Chapter
142 of the Laws of 1967.

3.   State grant to each of the counties of the State
and to the City of Baltimore as provided by Sec-
tion 5, Chapter 142, Laws of 1967 (Article 81,
Section 12H, Annotated Code of Maryland, as
therein enacted)

(02.14.00.00) ........................................................ $13,647,000.00

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and having
been passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 2
(Senate Bill 2)

AN ACT making an emergency appropriation for the payment of the
expenses of the General Assembly of Maryland for the Extra-
ordinary Session of 1967.

Section 1. Be it enacted by the General Assembly of Maryland,
That the sum of Twenty-five Thousand Dollars ($25,000.00), or so
much thereof as may be necessary, be and the same is hereby appro-
priated as an emergency appropriation from any funds in the General
Surplus Fund Account of the Treasury of the State for the fiscal year
ending June 30, 1967, for the payment of the officers and employees
of the General Assembly of Maryland of the Extraordinary Session
