In our opinion, the conflict between the title and the body of the
Bill, relative to the manner in which this Commission is to be
appointed, cannot be reconciled. Because the title does not correctly
state the manner of appointment, and because it is clearly misleading,
I am unable to approve this Bill as to form and legal sufficiency. In
my opinion, the Bill cannot be said to meet minimum constitutional
requirements.

AN ACT to repeal and re-enact, with amendments, Section 3 (f)
of Article 25 of the Annotated Code of Maryland (1966 Replacement
Volume), title "County Commissioners," subtitle "General Provi-
sions," to provide that the County Commissioners of Garrott County,
pursuant to the express powers contained in this section, shall take
immediate steps to establish and implement a merit system covering
the appointment of all county officials and employees of Garrett
County, who are not elected or appointed under the Constitution or
public general laws of this State TO AUTHORIZE AND DIRECT
THE COUNTY COMMISSIONERS OF GARRETT COUNTY TO
APPOINT A COMMITTEE TO STUDY THE ESTABLISHMENT
AND SCOPE OF A PROPOSED MERIT SYSTEM FOR THE
EMPLOYEES OF GARRETT COUNTY AND TO REQUIRE A
REPORT OF SUCH STUDY TO BE MADE.
