"Certification of New Resident Voter

I have qualified as a new resident voter in this State to vote for
presidential and vice-presidential electors. I have not applied nor
do I intend to apply for any absentee voter's ballot from the state
from which I have removed. I have not voted and I will not vote
otherwise than by this ballot.

The voter shall sign the certification upon" the carrier envelope
as set forth above, and shall then deliver the sealed carrier envelope
to the registrar.

28-8. List of new resident voters open to inspection.

Every registrar shall keep open to public inspection a list of all
persons who have applied under this subtitle to vote as new residents,
with their names, addresses and application dates.

28-9. List to be furnished and used at polls.

A list of new resident voters under this subtitle certified by the
registrar shall be furnished to and maintained by the proper reg-
istration officials to be used at the polls together with the books and
cards of registry of fully qualified voters.

28-10. Challenge; powers of judges of election.

The vote of any new resident may be challenged for cause as
provided elsewhere in this Article for any other voters.

28-11. Penalties.

Any person willfully making a false statement or affidavit under
this subtitle shall be fined riot less than twenty-five dollars ($25)
nor more than one thousand dollars ($1,000) or punished by im-
prisonment for a term of not less than thirty (30) days nor more
than one year or both.

28-12. Application of absentee voting provisions.

Except as otherwise provided in this subtitle, the provisions of
law relating to absentee voting by ballot delivered to the applicant
at the office of the board shall apply also to the casting and count-
ing of ballots and challenging of votes by new residents, the fur-
nishing of election supplies, ballots, canvassing of ballots, and making
proper returns of the results of the election.

28-13. Duty of registration officials to give information.

Whenever it appears to any registration official of this State,
that an otherwise qualified person seeking to register has not been
a resident of this State for the requisite period, such official shall
inform such person of his rights under this subtitle. Every regis-
trar shall inform each applicant under this subtitle of the requisites
and procedures for registration as a fully qualified voter.
