county councils of the several counties, but in no event less than
$10 per diem for such services. Each board shall be allowed such
further sum for expenses and clerical hire in the performance of
the duties imposed upon them by this subtitle as may be reasonable
and necessary. All said expenses shall be paid by the mayor and
city council of Baltimore and the county commissioners or county
councils of the several counties, respectively, in precisely the same
way as compensation and similar election expenses are now pro-
vided to be paid by law.

27-14. Penalties.

Any person who shall violate any of the provisions of this subtitle
shall, upon conviction, be sentenced to pay a fine of not more than
one thousand dollars ($1,000), or be sentenced to imprisonment for
not more than two years, or both, in the discretion of the court.

UNIFORM ACT FOR VOTING BY NONRESIDENTS IN
PRESIDENTIAL ELECTIONS

28-1. Qualifications of voters.

Each citizen of the United States who has been a resident of this
State for less than six months on the day before the day of a
presidential election, may vote for presidential and vice-presidential
electors at that election, but for no other officers or matters sub-
mitted to the voters, provided (a) he shall have resided in the ward
or election district where he offers to vote at least forty-five days
next preceding such presidential election, (b) otherwise possesses
the substantive qualifications to vote in this State, except the re-
quirements of residence and registration, and (c) complies with the
provisions of this subtitle.

28-2. Registrar of new resident voters.

The board shall designate an officer or employee, who in addition
to his other duties, if any, shall act and be known as the "registrar
of new resident voters," and who may have one or more authorized
deputies. As used in this subtitle, the term "registrar" refers to
said registrar of new resident voters or his authorized deputy. The
registrar shall be available during normal office hours at the office
of the board or other appropriate place, during the period of twenty-
five days preceding any general presidential election.

28-3. Application for ballot—Form of affidavit.

A person desiring to qualify under this subtitle to vote for presi-
dential and vice-presidential electors shall make an application in
the form of an affidavit executed in duplicate in the presence of
the registrar, substantially as follows:
