quired by law; and for the manner and method of amending the con-
stitution and by-laws of the political party.

(c)    The constitution and by-laws shall provide that no meeting
of any party or governing body of any party shall be called unless ten
days' written notice thereof shall be given, by registered mail, to each
person entitled under the constitution and by-laws to attend, ad-
dressed to the residence of such person as disclosed by the records of
the board of the county or Baltimore City in which such person is a
voter. In the event it is necessary to call a meeting to fill a vacancy
in a nomination within ten days of a general election, it shall be
sufficient if seventy-two hours' notice shall be given in a manner to be
provided by the constitution and by-laws.

(d)    Within ten days of the adoption thereof a copy of the con-
stitution and by-laws shall be filed with the Secretary of State. Such
constitution and by-laws shall be adopted not later than six months
prior to the next succeeding State-wide primary election. Any amend-
ments thereafter made to the constitution and by-laws shall like-
wise be filed with the Secretary of State within ten days after adop-
tion. The Secretary of State shall also be notified of the names and
addresses of the persons elected as officers or as members of the
governing body of the political party.

11-2. Composition.

(a)    Any party having polled ten per centum or more of the votes
cast at the previous general election shall have a central committee for
the State which shall be its governing body; such committee to be
composed of the members of the central committee of such party for
the several counties and Baltimore City.

(b)    The central committee for the counties or Baltimore City
shall be selected as provided in this article. The central committee
for any county or Baltimore City shall consist of such number of per-
sons and be elected from such political subdivisions as shall be deter-
mined by party constitution and in a State central committee meet-
ing shall be entitled to cast the same number of votes as that county
or legislative district of Baltimore City shall be entitled to elect to the
House of Delegates of Maryland. Any vacancy in the party central
committee for any county or legislative district of Baltimore City,
ANNE ARUNDEL OR BALTIMORE COUNTIES shall be filled by
the remaining members of the committee && ELECTED FROM that
county or legislative district of Baltimore City, ANNE ARUNDEL
OR BALTIMORE COUNTIES.

(c)    The chairman of the party central committee for the State
shall be selected by the said party central committee; and the chair-
man of the party central committee for each county or legislative dis-
trict of Baltimore City shall be selected by the party central com-
mittee for that county or legislative district of Baltimore City.

(d)    The party central committee for the State of any party shall
determine its own rules of procedure, not inconsistent with the pro-
visions of this article.

(e) No member of any central committee may hold any office or

position for which remuneration is provided from public funds and
which is filled by appointment upon recommendation of the central
committee of which he is a member.
