Baltimore, as hereinafter provided, the board shall at once cause
to be printed a sufficient number of stickers bearing the name of such
substitute nominee, and shall deliver the same in due time to the
judges for all those precincts wherein the nominee may be voted for,
and said judges shall affix the stickers in the proper place on each
ballot or ballot label.
PARTY CONVENTIONS
10-1. Composition of conventions; votes in convention.
It shall be lawful for any party having polled 10% or more of the
votes cast at the previous general election to elect and hold a party
convention. The convention shall be composed of those persons, mem-
bers of such party, who have been elected as members of the State
Central Committees for such party in the several counties and legis-
lative districts of Baltimore City. Each county or legislative district
shall be entitled to the same number of votes in the convention as the
number of members which the county or legislative district shall
elect to the House of Delegates of Maryland.
10-2. Procedure.
Each convention may be called according to party rules.
PARTY GOVERNING BODIES
11-1. Power and authority.
(a) Any political party which at the general election next pre-
ceding any primary election held hereunder, shall have polled ten
percentum or more of the entire vote cast in the State, shall adopt for
the conduct of its affairs, a constitution and by-laws. The constitu-
tion and by-laws shall be adopted at a meeting of this political party,
to be convened by the party nominee for the office of Governor, or if
there is no such nominee, then by the nominee for United States
Senator, or if none, by the nominee for Comptroller, or if none by the
nominee for Attorney General, and said nominee shall preside as
president pro tem of the meeting until such time as party officers are
elected. The delegates to this meeting shall be selected by the State
central committee for each county and legislative district of Balti-
more City and the number of the delegates shall be not more than
twice the number of Delegates each county and legislative district
elects to the House of Delegates of Maryland. Regardless of size, each
such delegation shall have the number of votes equal to the number of
Delegates elected to the House of Delegates.
(b) The constitution and by-laws shall provide for such matters
as in the opinion of the political party shall be necessary for the prop-
er conduct of party affairs, and shall specifically provide for the
election of a party chairman and the State Central Committee of the
party; for a meeting to be convened within forty-five days after every
Gubernatorial primary election; for the manner of calling all meet-
ings and for advance notification thereof; for rules governing the con-
duct of all meetings, including the attendance required for a quorum;
for a procedure for filling vacancies in nominations for public office,
whether such vacancy is caused by the death, resignation or dis-
qualification of a nominee, or by the failure of any person to file for
nomination to public office within the period prescribed by and re-
