AN ACT to repeal and re-enact, with amendments, Section 199 of
Article 77 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Public Education," subtitle "Chapter 16. Public
Libraries," to provide for certain benefits to the Washington
County Library and specifying that the library shall administer
such funds; and correcting an error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 199 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education," subtitle
"Chapter 16. Public Libraries," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

199.

The Washington County Free Library shall be entitled to benefits
under Section 182 or Section 182A of this article provided the annual
grants from the County Commissioners of Washington County and
from the mayor and council of Hagerstown shall produce an ag-
gregate income available for the support of said institution equal
to or exceeding the financial standard as provided in whichever
of said Sections 182 or 184A of this subtitle such benefits are pro-
vided, but the Washington County Free Library and the funds al-
located to it hereunder shall be exempt from the supervision of the
State Superintendent of Schools and the division of library exten-
sion; and the qualifications of the employees of the Washington
County Free Library shall be those which may be established by the
trustees of said library; and the Washington County Free Library
shall be the agency for the expenditure and administration of that
portion of funds [of] or materials received from the federal gov-
ernment for library purposes which may be allocated to the County
Commissioners of Washington County by the State Board of Educa-
tion[,]. The Washington County Free Library shall also be entitled
to the benefits provided by Section 182B of this article and shall
be the agency for the expenditure and administration of any funds
received by the Board of County Commissioners of Washington
County pursuant to the provisions of said Section 182B. [and with]
With the exception of Section 190 (c) of this article, the Washington
County Free Library shall be exempt from the provisions of Sections
185 to [195] 194, inclusive, of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
