Section 1. Be it enacted by the General Assembly of Maryland,
That Section 673 of Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Health," subtitle "Sanitary
Districts," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

673.

Nothing in this subtitle shall apply to, or be effective in the
counties of Anne Arundel, Caroline, Harford, Montgomery, Prince
George's, St. Mary's and Wicomico.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of all
the members elected to each of the two houses of the General As-
sembly, the same shall take effect from the date of its passage.

(House Bill 976)

AN ACT to repeal and re-enact, with amendments, Section 157(d)
of the Code of Public Local Laws of St. Mary's County (1965
Edition, being Article 19 of the Code of Public Local Laws of
Maryland), title "St. Mary's County," subtitle "Sanitary Dis-
tricts"; to repeal Section 159 of said title and subtitle of said
Code and to enact new Sections 159 and 159A in lieu thereof, to
stand in the place of the section so repealed; and to repeal and
re-enact, with amendments, Sections 160, 161 and 162(a) thereof;
defining the Mattapany Sanitary District and confirming its
creation; providing for the creation and enlargement of sanitary
districts generally; providing that the St. Mary's County Metro-
politan Commission may proceed with the financing and construc-
tion of a sewer system in the Mattapany Sanitary District; clarify-
ing and amending provisions relating to the issuance of bonds
by the St. Mary's County Metropolitan Commission and the
guarantee thereof by the County Commissioners of St. Mary's
County; and generally amending the laws relating to the St.
Mary's County Metropolitan Commission and to the construction
and financing of water, sewerage and drainage facilities under
the provisions of said subtitle.
