County are hereby expressly authorized to levy for and pay pen-
sions and salaries, to such former judges of the People's Court who
served on the said court upon the terms and for the periods as herein
provided; and any such provision heretofore made is hereby rati-
fied and confirmed.

The spouse of every full-time judge who dies in active service shall
be paid one-half of the pension to which such judge would have
been entitled on the date of his death if he had been eligible for
retirement and had retired on said date irrespective of whether he
shall have attained the age of 60 at the date of his death. The
spouse of every such Judge who dies after retiring shall be paid
one-half of the pension which such Judge was receiving at the date
of his death. In order to be entitled to the pension provided by this
subsection, a spouse of a judge who dies during active service shall
have been married for a period of not less than three (3) years
prior to the death, and, in the cases of a death of a retired judge,
not less than three years before retirement. A spouse who is entitled
to a pension under the provisions of this section shall be paid for
the period of life unless there is a remarriage, in which event the
pension is to cease and terminate.

(a)    The Governor by and with the advice and consent of the
Senate shall appoint
NOT TO EXCEED 5 justices of the peace in
Cecil County who shall be designated committing magistrates of the
People's Court of Cecil County and who from and after June 1, 1967,
shall have throughout the county all the powers and jurisdiction
vested by law in justices of the peace other than trial magistrates
and substitute trial magistrates.

(b)    From and after June 1, 1967, the committing magistrates
shall receive an annual salary set by the County Commissioners
OF ONE HUNDRED DOLLARS ($100.).

(c)    The committing magistrates shall sit at such times and
places and shall perform such duties as are assigned to them by the
Judge of the People's Court. In the conduct and administration of
their affairs they shall conform to such practices and procedures,
consistent with law, as are prescribed by the Chief Clerk of the
People's Court with the approval of the Chief Judge thereof.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is
held invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end,
all the provisions of this Act are hereby declared to be severable.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1967.
