CHAPTER 257
(House Bill 568)
AN ACT to repeal and re-enact, with amendments, Section 490 of
Article 27 of the Annotated Code of Maryland (1957 Edition),
title "Crimes and Punishments," subtitle "Crimes and Punish-
ments," subheading "Rogues and Vagabonds," to specify the grade
of the offense of being a rogue and vagabond and to change the
penalties for this offense.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 490 of Article 27 of the Annotated Code of Maryland
(1957 Edition), title "Crimes and Punishments," subtitle "Crimes
and Punishments," subheading "Rogues and Vagabonds," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
490.
If any person shall be apprehended having upon him any pick-
lock, key, crow, jack, bit, or other implement, at places and under
circumstances from which an intent may be presumed feloniously
to break and enter into any dwelling house, warehouse, storehouse,
stable or outhouse, or shall have upon him any pistol, hanger, cut-
lass, bludgeon, or other offensive weapon, also at places and under
circumstances from which may be presumed an intent feloniously
to assault any person, or shall be found in or upon any dwelling
house, warehouse, storehouse, stable or outhouse, or in any enclosed
yard or garden or area belonging to any house, with an intent to
steal any goods or chattels, every such person shall be deemed a
rogue and vagabond, and on being convicted thereof shall be guilty
of a misdemeanor and shall be sentenced to [the penitentiary for
not less than one month nor more than two years, or to imprison-
ment in jail, at the discretion of the court, for a like term] im-
prisonment for not more than three years.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to add new Section 11 to the Code of Public Local Laws
of Howard County (1965 Edition, being Article 14 of the Code
of Public Local Laws of Maryland), title "Howard County," sub-
title "Building Regulations and Buildings Engineer," to follow
immediately after Section 10 thereof, requiring any person, firm,
association or corporation beginning the construction of a build-
ing or outside structure in Howard County and subsequently
abandoning or terminating the project, to make certain restora-
tion of the plot of land being used, and relating generally to
