cies, public and private agencies, organizations and individuals, to
effectuate the purposes of the Act, any amendment thereto, and any
rule or regulation issued thereunder.
(b) The provisions of this section shall be construed to allow
maximum participation in the benefits of the Highway Safety Act
of 1966.
(c) The Governor is hereby authorized and empowered to ac-
cept any federal funds received by this State pursuant to the pro-
visions of the Highway Safety Act of 1966 and such funds are
hereby appropriated for the uses and purposes provided by the Act
for use by the State and its political subdivisions.
(d) The acceptance of any funds under the Highway Safety
Act of 1966 by any political subdivision of this State shall be made
by the governing authority of such political subdivision by and with
the consent of the appropriating authority of such political sub-
division, if expenditures of any public funds of such political sub-
division be required. No funds of any such political subdivision
shall be expended without due appropriation as provided by law,
but said political subdivision may make regular appropriations
for the purposes authorized by this Section or may make them as
emergency appropriations are made.
(e) The Governor may designate any state officer or agency
to perform one or more of the acts to be performed by the State in
order to receive funds pursuant to said federal act, and any state
officer or agency so designated shall perform the acts specified by
the Governor.
(f) State officers and agencies are directed to cooperate with
the Governor, upon his request, to further the purposes of this
Section.
(g) The Governor is expressly authorized to apply for, receive,
disburse, and allocate such funds as are made available to the State
by the Federal government under the Highway Safety Act of 1966.
(h) The Governor may contract with such other agencies, public
and private, as he deems necessary for the rendition and affording
of such services, facilities, studies and reports as will best assist in
effectuating the purposes of said federal act.
Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1967.

AN ACT to repeal and re-enact, with amendments, Section 9(31) of
Article 81 of the Annotated Code of Maryland (1966 Supplement),
title "Revenue and Taxes," subtitle "What Shall be Taxed and
Where," to provide a tax exemption for the real and personal
property owned by the National Capital Historical Museum of
Transportation, Inc.
