Companies," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
45.
(a) No taxicab business shall be operated in any incorporated
city or town having a population of more than 50,000 persons or in
Baltimore [County] or Cecil Counties or the City of Cumberland,
or between points within such city, county or town and points outside
thereof, without a written permit from the Commission.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1,1967.

(House Bill 275)
AN ACT to add new Section 36A to the Code of Public Local Laws
of Carroll County (1965 Edition, being Article 7 of the Code of
Public Local Laws of Maryland), title "Carroll County," to follow
immediately after Section 36 thereof, and to be under the new
subtitle "Crimes and Punishments," requiring any person, firm,
association or corporation beginning the construction of a building
or outside structure in Carroll County and subsequently abandon-
ing or terminating the project, to make certain restoration of the
plot of land being used, and relating generally to this requirement
and to the powers of the Board of County Commissioners of Car-
roll County in relation thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 36A be and it is hereby added to the Code of Pub-
lic Local Laws of Carroll County (1965 Edition, being Article 7 of
the Code of Public Local Laws of Maryland), title "Carroll County,"
to follow immediately after Section 36 thereof, and to be under the
new subtitle "Crimes and Punishments," and to read as follows:
Crimes and Punishments
36A.
(a) Every person, firm, association, or corporation beginning the
construction of a building or outside structure in Carroll County
and subsequently abandoning or terminating the project shall
level off, fill in, or otherwise restore the plot of land being used to a
reasonably smooth and even surface, without projecting portions of
construction or unfilled excavations.
(b) Six months following an apparent abandonment or discontin-
uance of such a building or structure, the Board of County Commis-
sioners shall investigate the situation and ascertain from the person,
firm, association, or corporation which began the construction work
if in fact it has been abandoned or terminated.
