(c) If the Board ascertains that the construction work has in
fact been abandoned or terminated, it shall order in writing that the
person, firm, association, or corporation which began the construc-
tion work conform to the requirements of subsection (a) within
sixty days after receiving the order. Failure to comply with this
order is a misdemeanor.

(d)    If the Board ascertains that the construction work has been
only temporarily suspended, for a reason which in the judgment of
the Board is reasonable and probably unavoidable under the building,
financial and other conditions applying to the project, it shall give
written notice to the person, firm, association, or corporation which
began the construction, of the provisions of this section. If the sus-
pension of construction work continues for additional period of
eighteen months from the time of this notification, the construction
work shall be deemed abandoned or terminated, and any further
non-compliance with the requirements of subsection (a) is a mis-
demeanor.

(e)    Any person, firm, association, or corporation convicted of a
misdemeanor under this section is subject to a fine in an amount not
in excess of one hundred dollars, plus the sum of five dollars for each
day after conviction during which non-compliance with subsection
(a) continues.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 225
(House Bill 285)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebted-
ness as evidence thereof, to an amount not exceeding Two Million
Four Hundred Thousand Dollars ($2,400,000.00), the proceeds
derived from the sale of the Certificates of Indebtedness to be
used for extending, enlarging, developing, modernizing and im-
proving the buildings, structures, facilities and plant of the Balti-
more City Hospitals, located in the 4900 block of Eastern Avenue,
Baltimore, Maryland, including but not limited to, the construction
and erection of new buildings, structures and facilities; addi-
tions, alterations and improvements to, and the modernization,
rehabilitation and reconstruction of, existing buildings, struc-
tures and facilities; the construction, erection, relocation, paving
and repaving of roads, walks, parking lots, and other facilities;
acquiring and installing equipment for any and all buildings,
structures or facilities authorized to be constructed or erected by
the provisions hereof, and doing any and all things necessary,
proper or expedient in connection with or pertaining to any or all
of the matters or things hereinbefore mentioned; authorizing said
municipality to submit an ordinance or ordinances for said purpose
to the legal voters of Baltimore City, and providing generally
for the issuance and sale of said certificates of indebtedness.
