(e) The Board is empowered to employ an investigator or in-
vestigators to investigate complaints made to the Board and provide
such other assistance as designated by the Board.

The Secretary of the Board shall receive and account for all moneys
derived under the provisions of this article and shall pay the same
monthly to the State Treasurer, who shall keep such moneys in [a
separate fund to be known as the "Professional Engineers' and Land
Surveyors' Fund." Such fund shall be kept separate and apart from
all other moneys in the Treasury and] such banks as he deems
proper and cause a separate accounting on the records of the State
Comptroller in an account to be known as the "Professional En-
gineers' and Land Surveyors' Fund." Such fund shall be paid out
only by warrant of the State Comptroller upon the State Treasurer
upon itemized vouchers, approved by the Chairman and attested by
the Secretary of the Board. All moneys in the "Professional En-
gineers' and Land Surveyors' Fund" are hereby specifically appro-
priated for the use of the Board. The Secretary of the Board shall
give a surety bond to the State in such sum as the Board may deter-
mine. The premium on said bond shall be regarded as a proper and
necessary expense of the Board and shall be paid out of the "Pro-
fessional Engineers' and Land Surveyors' Fund." The Board may
employ such clerical, technical, or other assistants as are necessary
for the proper performance of its work and may make expenditures
of this fund for any purpose which in the opinion of the Board is
reasonably necessary for the proper performance of its duties under
this article, including the expenses of the Board's delegates to an-
nual conventions of, and membership dues to the National Council of
State Boards of Engineering Examiners, its successors or any of
its subdivisions, or other similar professional organizations. Under
no circumstances shall the total amount of warrants issued by the
State Comptroller in payment of the expenses and compensation
provided for in this article exceed the amount of the examination,
registration and renewal fees collected as herein provided.

The Board shall keep a record of its proceedings and a register
of all applications for registration, which register shall show (a)
the name, age and residence of each applicant; (b) the date of the
application; (c) the place of business of such applicant; (d) his
educational and other qualifications; (e) whether or not an exam-
ination was required; (f) whether the applicant was rejected; (g)
whether a certificate of registration was granted; (h) the date of
the action of the Board; and (i) such other information as may be
deemed necessary by the Board.
The records of the Board shall be prima facie evidence of the
proceedings of the Board set forth therein, and a transcript copy
thereof, duly certified by the Secretary of the Board under seal,
shall be admissible in evidence with the same force and effect as if
the original were produced.
Annually, as of June 30, the Board shall submit to the Governor
a report of its transactions of the preceding year, and shall also
transmit to him a complete statement of the receipts and expendi-
