64.

[2.] As used in this [article] subtitle, "State Department" means
the State Department of Public Welfare created under this Article
[Article 88A of the Annotated Code of Maryland and any amend-
ments thereto or supplements thereof].

["County Department" means the county welfare board of the
respective counties in this State, created and existing under Article
88A of the Annotated Code of Maryland, and any amendments there-
to or supplements thereof, and includes the department of public
welfare of Baltimore City as created and existing under Section 82
of the charter of Baltimore City (1949 Ed.) with the powers, limita-
tions and restrictions imposed by Article 88A and any amendments
thereto or supplements thereof.]

"Local units" means the local welfare departments in the counties
and in Baltimore City created or continued under the provisions of
Section 13 of this Article, and any amendments thereto or supple-
ments thereof.

"County" shall be construed to include the City of Baltimore,
unless otherwise specified [herein] or unless the context clearly
indicates otherwise.

"Applicant" means a person who has applied for assistance under
this [article] subtitle.

"Recipient" means a person who is receiving, or who at any time
has received, assistance under the terms of this [article] subtitle.

"Assistance" means money payments to needy aged individuals
and payments necessary for services for such individuals.

"Supplementary Services" means services other than money pay-
ments to needy aged individuals, including payments toward funeral
expenses of such individuals as provided in this [article] subtitle.
AND IN THE CASE OF A RECIPIENT WITHOUT A LEGAL
GUARDIAN OR PERSON LEGALLY RESPONSIBLE FOR HIS
SUPPORT MEANS THE PLACEMENT OF SUCH RECIPIENT
IN A SUITABLE HOME OR INSTITUTION WITH THE RE-
CIPIENT'S CONSENT.

66.

[4.] The amount of old age assistance which any recipient shall
receive shall be determined by the local unit [county department]
with due regard to the available resources and necessary expendi-
tures of the individual and the conditions existing in each case, and
shall be sufficient, when added to all other income and support avail-
able to the recipient to provide such person with a reasonable sub-
sistence compatible with decency and health.

67.

[5.] The State Department shall:

(a)   Supervise the administration of [or] assistance to the needy
aged under this [article] subtitle by the [county departments] local
units;

(b)   Make such rules and regulations and take such action as
may be necessary or desirable for carrying out the provisions of this
