[article] subtitle. All rules and regulations made by the State De-
partment shall be binding upon the counties, and shall be complied
with by the respective [county departments] local units;
(C) PRESCRIBE THE FORM OF AND PRINT AND SUPPLY
TO THE LOCAL UNITS SUCH FORMS AS IT MAY DEEM
NECESSARY AND ADVISABLE;
(D) COOPERATE WITH THE FEDERAL GOVERNMENT IN
MATTERS OF MUTUAL CONCERN PERTAINING TO ASSIST-
ANCE TO THE NEEDY AGED;
(E) MAKE SUCH REPORTS, IN SUCH FORM AND CON-
TAINING SUCH INFORMATION AS THE FEDERAL GOVERN-
MENT MAY FROM TIME TO TIME REQUIRE, AND COMPLY
WITH SUCH PROVISIONS AS THE FEDERAL GOVERNMENT
MAY, FROM TIME TO TIME, FIND NECESSARY TO ASSURE
THE CORRECTNESS AND VERIFICATION OF SUCH RE-
PORTS;
(F) EXERCISE ALL OF THE POWERS AND PERFORM THE
DUTIES DEFINED BY THIS SUBTITLE.
68.
THE LOCAL UNITS SHALL:
(A) ADMINISTER THE PROVISIONS OF THIS SUBTITLE
IN THE RESPECTIVE COUNTIES SUBJECT TO THE RULES
AND REGULATIONS PRESCRIBED BY THE STATE DEPART-
MENT PURSUANT TO THE PROVISIONS OF THIS SUBTITLE;
(B) REPORT TO THE STATE DEPARTMENT AT SUCH
TIMES AND IN SUCH MANNER AND FORM AS THE STATE
DEPARTMENT MAY FROM TIME TO TIME DIRECT;
(C) SUBMIT ANNUALLY TO THE LOCAL GOVERNING
AUTHORITY, AFTER APPROVAL BY THE STATE DEPART-
MENT, A BUDGET CONTAINING AN ESTIMATE AND SUP-
PORTING DATA SETTING FORTH THE AMOUNT OF MONEY
NEEDED TO CARRY OUT THE PROVISIONS OF THIS SUB-
TITLE ;
(D) EXERCISE THE POWERS AND PERFORM THE DUTIES
DEFINED BY THIS SUBTITLE.
69.
APPLICATION FOR ASSISTANCE UNDER THIS SUBTITLE
SHALL BE MADE TO THE LOCAL UNIT OF THE COUNTY
IN WHICH THE APPLICANT RESIDES. THE APPLICATION
SHALL BE MADE IN THE FORM AND MANNER PRESCRIBED
BY THE STATE DEPARTMENT.
70.
WHENEVER A LOCAL UNIT RECEIVES AN APPLICATION
FOR ASSISTANCE UNDER THIS SUBTITLE, AN INVESTIGA-
TION AND RECORD SHALL PROMPTLY BE MADE OF THE
CIRCUMSTANCES OF THE APPLICANT IN ORDER TO ASCER-
TAIN THE FACTS SUPPORTING THE APPLICATION AND IN
