Welfare and its field supervisor or other employee, and to consult
with the local welfare director as to the proper implementation of
these recommendations, and of such other recommendations as may
result from evaluation made by the local board of the operations of
its local department;
(6) to review the annual report of the local welfare director as
to the activities of the local welfare department, together with any
recommended changed in policies or procedures, CHANGES IN
POLICIES OR PROCEDURES RECOMMENDED BY THE LOCAL
BOARD, and to transmit it to the State Board of Public Welfare
and to its local governing authority.
(7) to review and make suitable recommendations in connection
with the annual estimate of funds needed for welfare purposes in
the counties and in Baltimore City, as the case may be;
(8) to consult with the local welfare director with respect to any
new service that might be instituted BY SAID DIRECTOR OR BY
THE LOCAL BOARD to meet an unmet need in the county and in
Baltimore City, as the case may be, and to pass upon APPROVE OR
DISAPPROVE the local director's evaluation of the readiness of the
local department to take on the new service and the propriety of it
within the State Plan, for presentation of an appropriate) recommen-
dation therefor to the State Department; STATE PLAN; AND TO
PRESENT TO THE STATE DEPARTMENT SUGGESTED NEW
SERVICES THAT IT APPROVES, WHETHER THESE ORIGI-
NATE FROM THE LOCAL WELFARE DIRECTOR OR FROM
THE LOCAL BOARD, TOGETHER WITH THE RECOMMENDA-
TIONS OF BOTH THE LOCAL WELFARE DIRECTOR AND THE
LOCAL BOARD;
(9) to take active steps to secure the appropriation of local funds
by the local governing authority to meet needs not financed by or
available through any other Federal, State or local plan, project or
program, and which are not in conflict with the State Plan;
(10) to meet with the State Board of Public Welfare periodically,
as may be requested by the State Board; OR AT THE REQUEST
OF THE LOCAL BOARD; and
(11) to establish and maintain effective liaison with the respec-
tive local governing authority.
Sec. 5. And be it further enacted, That Article 70A, presently-
comprising Sections 1 to 21, inclusive, of the Annotated Code of
Maryland (1957 Edition and 1966 Supplement), title "Old Age As-
sistance," shall be transferred to and recodified, in their present
sequence, as Sections 63 to 83, inclusive, of Article 88A of said
Code, title "State Department of Public Welfare," to be under the
new subtitle "Old Age Assistance" and as so transferred, Sections
63, 64, 66, 67, 68, 69, 70, 71, 72, 74, 75, 76, 79, 81, and 83 thereof
are hereby repealed and re-enacted with amendments, to read as
follows:

ARTICLE 88A
Old Age Assistance
_ _ This [article] subtitle shall be known and may be cited as
the "Old Age Assistance Act."
