may levy for or appropriate, with the approval of the State Depart-
ment, additional funds, to be turned over to the State Comptroller
and expended to effectuate the purposes of this subtitle. The pro-
visions of this section are subject to the requirements of Section 18A
of this Article [88A of this Code}.
Sec. 4. And be it further enacted, That new Sections 4 and 14A be
and they are hereby added to Article 88A of the Annotated Code of
Maryland (1964 Replacement Volume and 1966 Supplement), title
"State Department of Public Welfare," subtitle "In General," to
follow immediately after Sections 3 and 14 thereof, respectively, to
be under the same subtitle, and to read as follows:
ARTICLE 88A
IN GENERAL
The term "Local Governing Authority" as used in this Article
means:
(1) when referring to executive action, the Board of County
Commissioners of a county not haying a Charter form of govern-
ment, the highest executive authority of a county having a Charter
form of government, and in Baltimore City the Mayor;
(2) if referring to purely legislative authority, the Board of
County Commissioners in a county not having a Charter form of
government, the County Council in a county having a Charter form
of government, and in Baltimore City the City Council;
(3) in referring to combined executive and legislative power,
the Board of County Commissioners in a county not having a
Charter form of government, the County Council and the highest
executive authority in a county having a Charter form of govern-
ment, and in Baltimore City the Mayor and the City Council.
14A.
The board of each local welfare department in the counties and
the Welfare Commission of the Department of Public Welfare in
Baltimore City has the following duties and functions (specifically,
by way of example and not in limitation):
(1) to select the local welfare director in the county from the
State Merit System list under the provisions of Article 64A of this
Code, as submitted by the State Department of Public Welfare; pro-
vided that the selection of the local welfare director in Baltimore
City shall be in accordance with the provisions of Section 2 of this
Article;
(2) to advise the local welfare director and the State Board as to
the local application of State policies or procedures;
(3) to be well informed on local departmental activities;
(4) to communicate to the residents of the counties and of Balti-
more City, as the case may be, broad and comprehensive information
as to the objectives, policies, programs and problems of local wel-
fare administration;
(5) to review the periodic evaluation of the local welfare depart-
ment which has been prepared by the State Department of Public
