July 1, 1967 shall continue in office until the expiration of their
respective terms. In case of a vacancy for any reason, the Governor
shall appoint a member for the remainder of any unexpired term.
The members of the State Board shall receive no salary for their
services, but their reasonable expenses incurred in attending meet-
ings or performing other official duties shall be paid.

(b)   The State Board shall determine basic public welfare pol-
icies and rules and regulations relative thereto consistent with and
in implementation of Federal and State law governing the adminis-
tration of public welfare activities financed in whole or in part by
the State Department of Public Welfare; and it shall otherwise advise
and counsel the State Director of Public Welfare, who shall be ap-
pointed as hereinafter provided, in the performance of his duties. The
State Board's responsibility for policy shall be construed to extend to
such matters as program scope, eligibility standards, levels of assist-
ance, intergovernmental relations and other facets affecting the basic
public interest. The State Board, however, shall exercise no adminis-
trative authority dealing with the activities and personnel of the
State Department, except as provided in subsection (c) hereof.

(c)   The State Board may prescribe the number, salaries and
minimum qualifications of all of the personnel engaged in the ad-
ministration of the activities of the State Department and of the
local welfare departments, created or continued under the provisions
of Section 13 of this Article, as are financed in whole or in part by
the State Department of Public Welfare.

[The Board of Public Welfare shall consist of nine members to
be appointed by the Governor, one of whom shall be designated by
the Governor as Chairman. All members shall hold office for stag-
gered terms of six years, the terms of three members expiring on
June 1st of every second year. In case of a vacancy for any reason,
the Governor shall appoint a member for the remainder of the unex-
pired term. The members of the Board shall receive no salary for
their services, but their expenses incurred in attending meetings
or performing other official duties shall be paid. The Board of Public
Welfare shall be the head of said Department and it shall exercise
all the powers bestowed by law upon the Department of Public
Welfare.]

(a)  The State Board shall appoint a competent person to act
as the State Director of Public Welfare, and as the Secretary to the
State Board, who shall be paid for his services such compensation
as may be provided in the budget. The State Director of Public
Welfare, hereinafter referred to as the "State Director," shall be a
competent person having adequate training and practical experience
in social welfare work; and in making said appointment, the State
Board shall be governed by Article 64A of this Code.

(b)   The State Director shall devote his whole time to the duties
of his office, and shall serve as the sole administrative head of the
State Department, fully responsible for the appointment, under the
provisions of Article 64A of this Code, of all State Department
personnel. The State Director is responsible for the organization
and administration of the State Department and for the supervision
