of all local welfare departments and other agencies and institutions
under the supervision of the State Department, subject to the rules
and regulations established by the State Board and the State and
Federal laws governing public welfare administration.

(c)  It shall be the duty of the State Director to submit the
budget estimates for the State Department to the State Board for
the approval of the budget prior to submission to the Governor.

(d)  The State Director may appoint such employees as a proper
performance of the duties of the State Department may require, as
'provided from time to time in the budget. The appointment and re-
moval of all paid personnel under this Article shall be governed by
the provisions of Article 64A of this Code, but in the case of the
Department of Welfare of Baltimore City, Sections 108 to 122, in-
clusive, of Article VII of the Charter of Baltimore City, 1964. Revi-
sion, shall govern; except that, in accordance with the provisions
of Section 48(b) of Article VII of the said Charter, the Mayor of
Baltimore City shall appoint the successors to the present incumbent
of the position of Director of the Department of Welfare in Balti-
more City when the present term of the present incumbent expires,
or, if the position should be vacated sooner by the present incumbent,
from a Merit System list under the provisions of the said Sections
108 to 122, inclusive, of Article VII of the said Charter of Baltimore
City.

(a)  The State Department of Public Welfare shall be the central,
coordinating and directing agency of all welfare activities in this
State, including aid to families with dependent children, old age
assistance, public assistance to the needy blind, general public assist-
ance, aid to the permanently and totally disabled, child welfare serv-
ices, and any other welfare activities financed in whole or in part
by the State [or federal government.] Department of Public Welfare.

(b)  The State Department [It] shall have responsibility for
medical care to public assistance clients to the extent that funds
are provided in appropriations to the [State] Department [of Public
Welfare] in the State budget, and make such plans, including con-
tractual relations, with other agencies and institutions as may be
necessary to carry this responsibility into effect.

(c)  The State Department [It] shall exercise supervision, as
hereinafter set forth, over all public and private institutions having
the care, custody or control of [the] dependent, abandoned or
neglected children, except those institutions under the authority of
the State Department of Juvenile Services and those agencies, per-
sons, or institutions [,] designated by that Department as provided
for in Article 52A, Section 7.

(d)  All of the activities of the local welfare departments in the
counties and in Baltimore City (which term includes the Depart-
ment of Public Welfare in Baltimore City), hereinafter provided for,
[county boards, hereinafter provided for, and of the department
of public welfare of Baltimore City,] which the State Department
of Public Welfare
finances, in whole or in part, shall be subject to
the supervision, direction and control of the State Department of
Public Welfare.
