wilfully sells or aids or abets in selling, or whoever knowingly or
wilfully buys or aids or abets in buying or in any way disposing
of the property, either personal or real, of a recipient of public
assistance, while such person is receiving public assistance or while
his application for public assistance is pending, without the consent
of the [county board] local unit, and with the intent to defeat the
purposes of this [article,] subtitle shall, upon conviction, be deemed
guilty of the offense of false pretenses and subject to the terms and
penalties provided in Section 140 of Article 27, and any amendments
thereto or supplements thereof.

Sec. 3. And be it further enacted, That the following sections of
Article 88A of the Annotated Code of Maryland (1964 Replacement
Volume), title "State Department of Public Welfare": Sections 1,
2, 3, 7, 12A, 13, 14 and 16, subtitle "In General"; Sections 45, 47
and 56, subtitle "Aid to Dependent Children"; and Section 60A, sub-
title "Boarding Care for Children," be and they are hereby repealed
and re-enacted, and the aforesaid subtitle "Aid to Dependent Chil-
dren" is hereby changed to "Aid to Families with Dependent Chil-
dren," all to read as follows:

ARTICLE 88A
IN GENERAL
1.

[There is hereby created and established a new State Depart-
ment, to be known as the "State Department of Public Welfare."
All the rights, powers, duties, obligations and functions heretofore
conferred by law upon the Department of Charities are hereby trans-
ferred to, and hereafter shall be exercised and performed by the
State Department of Public Welfare, as the lawful successor thereto.
Wherever in the Code of Public General Laws of Maryland the term
"Department of Charities" appears, there shall be substituted, there-
for the term "State Department of Public Welfare"; wherever the
term "Board of State Aid and Charities" appears, the term "State
Department of Public Welfare" shall be substituted therefor.]

[The Board of Public Welfare shall appoint a competent person
to act as Director of Public Welfare, and as Secretary to the Board
of Public Welfare, who shall be paid for his services such compensa-
tion as may be provided in the budget. The Director shall be a
competent person having adequate training and practical experience
in social welfare work; and in making said appointment, the Board
shall be governed by Article 64A of the Code of Public General Laws
of Maryland. The Director shall devote his whole time to the duties
of his office.]

(a) There is hereby created and established a new State Depart-
ment, to be known as the "State Department of Public Welfare,"
hereinafter referred to as the "State Department." There shall be
a "State Board of Public Welfare," hereinafter referred to as the
"State Board," composed of nine members appointed by the Gov-
ernor, one of whom shall be designated by the Governor as chair-
man. All members of the State Board shall hold office for terms of
six years, the terms of three members expiring on June 30 of every
second year. The members of the State Board who are in office on
