I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 (c) of
Article 33 of the Annotated Code of Maryland, (1957 Edition), Do
Hereby Certify, that at the General Election held in the State of
Maryland on November 8, 1966, an Act known as Chapter 492 of the
Acts of 1966, was submitted to the voters of Harford County under
the provisions of Chapter 492 of the Acts of 1966, said Act being as
follows:

AN ACT to repeal Section 205 of the Code of Public Local Laws
of Harford County, (1965 Edition, being Article 13 of the
Code of Public Local Laws of Maryland), title "Harford
County," subtitle "County Commissioners" and to enact new
Section 205 in lieu thereof, to stand in the place of the section
so repealed, creating the office of Director of Administration
of Harford County; making general provision for the appoint-
ment powers, functions and duties of this officer and the opera-
tion of his office; making provision for a Fiscal Officer to
handle, under the direction of the Director of Administration,
certain of the financial and fiscal duties of the director; mak-
ing provisions for the appointment of an Acting Director of
Administration in case of a temporary vacancy in that posi-
tion; providing for the duties and powers of the County Com-
missioners of Harford County in relation to the position of
Director of Administration; abolishing the present office of
Administrative Assistant to the Board of County Commis-
sioners and providing that the present Administrative Assist-
ant shall become the first Director of Administration under
certain conditions and relating generally to the Administra-
tive Assistant, the Office of Director of Administration, the
position of Fiscal Officer and the Board of County Commis-
sioners of Harford County with respect to the General opera-
tions and control of the county government.

and I do certify that at said election 7,105 votes were cast in
favor of the adoption of Chapter 492 of the Acts of 1966 and 6,927
votes were cast against adoption of said Chapter 492 of the Acts of
1966, the said Act has therefore been ratified by a majority of the
qualified voters of Harford County.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of Annapolis,
this 9th day of December, 1966.
