I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172(c) of
Article 33 of the Annotated Code of Maryland, (1957 Edition), Do
Hereby Certify, that at the General Election held in the State of
Maryland on November 8, 1966, an Act known as Chapter 461 of the
Acts of 1966, was submitted to the voters of Harford County under
the provisions of Chapter 461 of the Acts of 1966, said Act being as
follows:

AN ACT to repeal Section 202 of the Code of Public Local Laws
of Harford County (1965 Edition being Article 13 of the Code
of Public Local Laws of Maryland), title "Harford County"
subtitle "County Commissioners," and to enact a new Section
202 in lieu thereof, to stand in the place of the section so re-
pealed, providing for the election of five County Commissioners
in Harford County and for the establishment of five Commis-
sioner Districts therein, increasing the compensation of the
members of the Board and providing generally for the mem-
bership, powers, duties, functions, and operations of the Board
of County Commissioners of Harford County.

and I DO CERTIFY that at said election 8,400 votes were cast in
favor of adoption of Chapter 461 of the Acts of 1966 and 7,055 votes
were cast against adoption of said Chapter 461 of the Acts of 1966,
the said Act has therefore been ratified by a majority of the qualified
voters of Harford County.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of Annapolis,
this 9th day of December, 1966.
