No. 51
(House Joint Resolution 42)

House Joint Resolution requesting the States of Maryland and
Delaware to cooperate in forming a joint commission to study the
joint problems of the Delmarva Peninsula.

Whereas, The northern half of the Delmarva Peninsula is divided
almost evenly between the states of Maryland and Delaware, and

Whereas, In this area there are many problems which because of
this geographic fact can only be solved by the joint efforts of both
states, and

Whereas, To properly maintain and conserve many of the natural
resources in this border area cooperation between the governments
of both states is imperative, and

Whereas, If the Governors of both states come to an agreement
over the need for such cooperation and appointed a commission to
formulate plans for cooperation between the states in this area it
would benefit the citizens of both states; therefore be it

Resolved, by the General Assembly of Maryland, That the
Governor of Maryland and the Governor of Delaware are requested
to appoint a joint committee to formulate a plan for cooperation of
both states in solving the joint problems and maintaining and con-
serving the joint natural resources of the Delmarva Peninsula; and
be it further

Resolved, That copies of this resolution be sent Governor Spiro T.
Agnew of Maryland and Governor Charles L. Terry, Jr. of Delaware.

(House Joint Resolution 52)

House Joint Resolution requesting the appointment of a Committee
to study the alcoholic beverage laws applicable within Caroline
County.

Whereas, There is controversy surrounding the present scope of
the alcoholic beverage laws effective in Caroline County; and

Whereas, Some of the changes which have been suggested in these
laws are the following:

1.    Change in the classes of licenses authorized to be issued in the
county. At present the only beer, wine and liquor licenses authorized
are for hotels and clubs. There are other classes of licenses which
might be authorized;

2.    Change in the hours and days of sale, specifically by con-
sideration of the proper closing hours, weekend hours and Sunday
sales;
