1738                            JOINT RESOLUTIONS

7. That in general the only additional requirements for licensing
deaf drivers by the motor vehicles bureau are that the cars of deaf
drivers be equipped with one or two outside rearview mirrors.

With all this accumulation of evidence and opinion to the effect
that deaf drivers are either average or above average in driving
ability and care, it is most regrettable that they have difficulty in
the State of Maryland in obtaining motor vehicle liability insurance.

Accordingly, the General Assembly of Maryland is requesting that
the Legislative Council study and report on possible solutions to this
vexing problem; now therefore, be it

Resolved by the General Assembly of Maryland, That the Legisla-
tive Council is requested either acting through one of its standing or
its special Committees to investigate the situation whereby deaf
drivers of motor vehicles are not able to secure motor vehicle
liability insurance; and be it further

Resolved, That the Legislative Council is requested to report to the
General Assembly of 1968 its findings and conclusions on this subject,
together with recommendations for the alleviation of this problem
to the end that these qualified drivers are able to secure the necessary
motor vehicle liability insurance coverage.

(House Joint Resolution 35)

House Joint Resolution requesting the State Roads Commission to
establish a scenic overlook on the John F. Kennedy Memorial
Highway at the Susquehanna River Bridge.

Whereas, The Susquehanna River is both scenic and rich with
historic value; and

Whereas, Persons slowing down to enjoy the picturesque scene of
the Susquehanna while driving on the John F. Kennedy Memorial
Highway create a traffic hazard; and

Whereas, Rest areas on the highway are presently limited to
service areas; now, therefore, be it

Resolved by the General Assembly of Maryland, That the State
Roads Commission, in cooperation with the Department of Forests
and Parks, acquire land, erect and maintain a scenic overlook for the
benefit of travelers on the John F. Kennedy Memorial Highway at
the Susquehanna River Bridge; and be it further

Resolved, That a copy of this Resolution be sent to Mr. Jerome B.
Wolff, Chairman of the State Roads Commission.
