twelve years of active duty. This was culminated with his retirement
in 1964 when he received a brevet commission as Brigadier General.
He first served as Superintendent of the Maryland State Police
from 1949 to 1951, completing Colonel Ober's unexpired term. He
was reappointed to this position in 1959 and completed two successive
terms as Superintendent as of June 1, 1967.
Under Colonel Jarman's leadership the growth of the Department
of Maryland State Police has been outstanding. Since 1959 the num-
ber of police employees has increased from 511 to 908; there has
been a substantial upgrading of ranks, combined with the development
of improved management procedures and responsibilities; the police
retirement program has been made more beneficial for all employees;
pay scales of police employees have been improved; and there has
been a tremendous increase in all types of police service available
to the citizens of Maryland.
Colonel Jarman has been unusually aware of all the problems con-
nected with highway safety, the primary responsibility of the Mary-
land State Police. He has worked hard and vigorously to promote
highway safety, a problem of vital concern to everyone. He has been
instrumental in implementing a driver improvement program in Mary-
land; he has been an outstanding proponet for effective measures to
control the driver under the influence of alcohol; he has supported and
implemented measures to aid disabled motorists; and he has
effectively coordinated many programs designed to provide a greater
degree of safety for those using the highways of Maryland.
Probably Colonel Jarman's greatest contribution to the State of
Maryland has been the exceptional quality of integrity which he has
continuously displayed in his capacity as a public official and his
insistence that this quality of integrity be maintained by all members
of the Maryland State Police. The high esteem with which Colonel
Jarman is held by the officials of this State, the citizens of Maryland,
and the members of the Maryland State Police is an excellent indica-
tion that his integrity and ability are well recognized and appreciated;
and
Colonel Jarman is a gentleman of modest demeanor and one of the
finest of all outstanding citizens in the State of Maryland. His
courtesy, tact, consideration and abilities have won him a secure
place in the esteem and affections of the State of Maryland.
The members of the General Assembly of Maryland have been
privileged for eight years to have constant and rewarding contacts
with Colonel Jarman. He has been wise in his counsel and sagacious
in his suggestions to the members of the General Assembly of Mary-
land and at all times has treated the members with his innate courtesy
and consideration. Colonel Jarman's relationships with the General
Assembly of Maryland have been of a very high order and every
member is grateful for their association with this fine gentleman;
now, therefore, be it
Resolved by the General Assembly of Maryland, That the sincere
congratulations of every member of the General Assembly are
extended to Colonel Carey Jarman on the occasion of his leaving
public service as Superintendent of the Maryland State Police; and
