Senate Joint Resolution requesting the Committee on Taxation and
Fiscal Matters to consider the problems of abandoned and junked
motor vehicles in the State of Maryland.
Whereas, There are many abandoned and junked motor vehicles
in the State of Maryland, creating an eyesore and hazard to the
State; and
Whereas, With the great number of new motor vehicles being
manufactured yearly, and sold in the State of Maryland, the number
of abandoned and junked motor vehicles must of necessity become
larger annually, and create a greater problem; and
Whereas, There have been a number of bills introduced into the
1967 General Assembly dealing with various aspects of the problem
of abandoned and junked vehicles and it is not known whether any
of these proposals will be adopted; and
Whereas, It is obvious that a real need exists for a careful analysis
of these problems in order to reach a solution which can be translated
into legislative action; and
Whereas, The disposal of abandoned and junked vehicles has al-
ways presented an economic problem to the junk dealer and an item
of expense to the State and local governments, and more recently
the problem of the abandoned vehicle has begun to create economic
and financial problems for the public; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Com-
mittee on Taxation and Fiscal Matters is requested to analyze and
review all facets of the problems of abandoned and junked motor
vehicles, as follows: (1) review of all applicable laws, including the
inventory and excise taxes, and proposed 1967 legislation, and (2)
analysis of the problems and preparation of necessary legislation to
reach a solution; and be it further
Resolved, That the Committee is requested to submit its report
to the Legislative Council for presentation to the 1968 General As-
sembly; and be it further
Resolved, That copies of this Resolution are sent to the Chairman
of the Committee on Taxation and Fiscal Matters, the Director of
the Fiscal Research Bureau and the Secretary of the Legislative
Council.
