Whereas, the federal government is increasingly encouraging the
establishment of such centers by its growing financial grant pro-
grams under the Older Americans Act and other legislation; and
Whereas, the State of Maryland is by means of its Coordinating
Commission on the Problems of the Aging providing leadership,
guidance, technical assistance, and supervision of the Federal Grant
Program in the establishment and operation of such centers; and
Whereas, some political subdivisions of the State have provided
the necessary housing facilities for such senior activity centers
to the great benefit of their elderly citizens; and
Whereas, these programs give promise of reducing public ex-
penditures for hospital and other institutional care of the elderly,
as well as enriching the lives of the elderly; now, therefore, be it
Resolved by the General Assembly of Maryland, That the General
Assembly recommends and urges all political subdivisions to co-
operate with this program by providing such suitable building or
community space as they may have available, or can acquire, for
the establishment by their local Commissions on the Aging, or other
local agencies or groups, of senior activity centers in their various
population centers; and be it further
Resolved, That the recommendation set forth in this Joint Resolu-
tion of the General Assembly of Maryland be submitted to the
several political subdivisions of this State for their favorable con-
sideration; and be it further
Resolved, That the Secretary of State of Maryland, under the
Great Seal of the State of Maryland, is requested to send a copy
of this Joint Resolution to the Mayor and City Council of Baltimore
City and to each Board of County Commissioners or County Council
in the several respective counties of Maryland.

Senate Joint Resolution commending and congratulating Colonel
Carey Jarman for his notable contributions to the progress and
welfare of the State of Maryland.
The members of the General Assembly of Maryland commend and
congratulate Colonel Carey Jarman for an outstanding record of
public achievements in this State.
As of June 1, 1967, Colonel Jarman will leave the public service of
this State and his position as Superintendent of the Maryland State
Police.
For more than fifty years Colonel Jarman has served the people
of Maryland with distinction. His military service as a member of
the Maryland National Guard began in 1916 and included more than
