SPIRO T. AGNEW, Governor                       1711

Resolved, by the General Assembly of Maryland, That the Advisory-
Council for Higher Education is requested to give prompt and effec-
tive consideration to the final development of a master plan for
higher education in this State.

Approved May 4, 1967.

(Senate Joint Resolution 41)

Senate Joint Resolution requesting the County Commissioners of
Harford County to direct the Harford County Planning and Zon-
ing Commission to include in its review of planning and zoning in
Harford County a study of ways and means to conserve and im-
prove Harford County's open spaces.

Whereas, Harford County is a beautiful agricultural county of
rolling hills, forests, stream valleys and picturesque farms; and

Whereas, The recent population surge and economic growth, to-
gether with the expansion of suburban living in Maryland, have
caused evident change in the Harford County life from rural to
suburban; and

Whereas, Public planning should be mobilized to channel this
continuing growth so that the attractive elements of Harford
County's environment may be preserved for future generations; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the County
Commissioners of Harford County direct the Harford County Plan-
ning and Zoning Commission to include in its current review of the
Harford County Master Plan, its zoning ordinance and its subdivi-
sion regulations, studies of ways and means of conserving and im-
proving Harford County's open spaces, "green belts" and recrea-
tional areas and that such studies include the following:

(1)    The amendment of provisions in the Harford County zoning
ordinance to recognize open space concepts, such as:

(a)    Limitation of residential subdivisions to areas zoned resi-
dential.

(b)    Cluster housing with consolidated open spaces.

(c)     Conservation districts including flood plan zoning and
stream valley conservation.

(2)     The implementation of the public parks program in Harford
County (state and county) with special emphasis on an acceleration
of the county parks program.

(3)     The role of scenic easements in the county planning.

(4)     The preservation of agriculture as a substantial portion of
the Harford County scene.
