requesting the State Roads Commission of Maryland to officially
name the bridge across the Chesapeake Bay as the Wm. Preston
Lane, Jr. Memorial Bridge and that the Commission be authorized
to place upon such bridge or its approaches appropriate plaques so
designating such bridge; and be it further
Resolved, That a copy of this Resolution be sent to the State
Roads Commission of Maryland for action in accordance herewith
and that a copy be sent to Mrs. Wm. Preston Lane, Jr., the widow
of the late Governor.

Senate Joint Resolution requesting that the Advisory Council for
Higher Education give top priority to expedite its development of
a master plan for higher education.
The members of the General Assembly of Maryland request the
Advisory Council for Higher Education to give every priority to
expedite the achievement of a master plan for higher education.
The Advisory Council for Higher Education is charged with the
duty of preparing programs for higher education in order that
academically, administratively, and fiscally, the state's system of
higher education will grow to develop in orderly fashion, continually
meeting development trends in population and changing special and
technical requirements.
Included within the scope of the Council's studies is the investiga-
tion of the needs of the State for undergraduate, graduate, and
adult education for professional or technical training, and for
research facilities, and for the presentation of the plans and recom-
mendations to establish new facilities and programs.
Acting under these duties and functions, the Advisory Council for
Higher Education has reported to the State of Maryland on its
work including a consideration of the development of a master plan
for higher education.
In its report, the Advisory Council discussed the problems for
developing a master plan for higher education and listed a number
of major topical areas which require future study and refining.
The members of the General Assembly are appreciative of the
initial efforts of the Advisory Council for Higher Education. Also,
they are cognizant of the need for a final development of a master
plan and are requesting that the Advisory Council give every priority
and consideration to a prompt completion of the master plan.
In this way, the concepts and development of higher education
in the State of Maryland may move forward on an orderly and
planned schedule of achievement, now, therefore, be it
