1712                            JOINT RESOLUTIONS

(5)    A study of the Montgomery County plan of sediment control
in subdivisions.

(6)     The creation of a community corporation to purchase de-
velopment rights in real estate and to resell it to private parties under
covenants to specify the future use of the property for both public
and private purposes.

(7)     A review of Senate Bill No. 191 providing a method of
establishing "Open Space Maintenance Districts" introduced in the
General Assembly of Maryland in 1966.

(8)    A utilization of the studies of the Maryland State Planning
Department upon the subject of open spaces.

(9)    A review of "Open Space for Urban America" prepared by
Ann Louise Strong and published by the Department of Housing and
Urban Development.

(10)     Any other reasonable or appropriate areas of study or
methods to achieve the objectives of open space and environmental
conservation and improvement, and be it further

Resolved, That the Secretary of State of Maryland send copies of
this Joint Resolution to the County Commissioners of Harford
County and the Harford County Planning and Zoning Commission.

(Senate Joint Resolution 47)

Senate Joint Resolution urging the U. S. Defense Department to
immediately order the immediate cessation of discrimination in
housing for military personnel.

Whereas, Military personnel in this country have frequently
encountered acts of discrimination in the availability of housing for
military personnel, and

Whereas, It is a sad commentary on position of the United States
in the world when military personnel cannot find off-base housing
because of racial discrimination, and

Whereas, Where conditions of segregated housing have been
investigated and reported to military commanders and to the
Department of Defense but it is obvious that there is no directive
from the Secretary of Defense since segregated conditions still exist,
and

Whereas, The time has now come when prompt action should be
taken by the Secretary of Defense to order that all off-base housing
available to military personnel shall be open to all military personnel,
regardless of race, and

Whereas, The General Assembly of Maryland hereby strongly
urges the Secretary of Defense to issue such a directive at once, now,
therefore, be it
