No. 19

(Senate Joint Resolution 37)

Senate Joint Resolution requesting the Legislative Council to appoint
a special committee to study and resolve the overall problems of
pollution.

The General Assembly of Maryland requests the Legislative Coun-
cil to appoint a special committee which will consider the manifold
problems of pollution in this State and make recommendations for
their consolidated solution.

The State of Maryland, in common with all states of the union,
is faced with perplexing and difficult questions and problems stem-
ming from the pollution of the water, land, and air resources of this
State.

These problems are perhaps more difficult in Maryland than in
many other states. This State combines a heavily industrial economy
in some portions of the State with a far greater proportion of water
area than in most other states.

Problems of land pollution also are difficult ones in many areas of
this State and in particular in the low lying and sandy areas of
Tidewater Maryland. It is vital, therefore, that the State should
establish a committee to give concerted, unified, and overall con-
sideration to its problems of water, land and air pollution. Any such
study should well include the establishment of an environmental
research laboratory to provide on a continuing basis the scientific
information and research tools necessary for a broad and scientific
attack upon these problems of pollution; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council is requested to establish a special commission to give
overall and unified consideration to the many problems of pollution
in the land and water areas of Maryland and in the atmosphere
above the land and water areas, and be it further
