1706 JOINT RESOLUTIONS
Resolved by the General Assembly of Maryland, That the Board of
County Commissioners of Harford County is urged and requested to
make immediate plans for studying and developing a Master Plan
to create a County Governmental Center. The County Commissioners
are requested to study the overall needs of the county government,
for the handling of present governmental functions and also for
administering the increased county functions which may reasonably
be forecast over coming years. They are requested in their study to
cover problems and matters of location, design, and construction.
In particular, the General Assembly of Maryland urges upon the
Board of County Commissioners the design and construction of a new
Court House which would care for the operations of the Circuit Court
of Harford County and the People's Court of Harford County, to-
gether with such auxiliary services and facilities as may be necessary
and proper; and be it further
Resolved, That in studying and projecting these plans, the Board
of County Commissioners is requested to make use of the services of
the Harford County Capital Improvements Commission, the County
Department of Public Works, and such other consultants and
assistants, public and private, as may be necessary for a proper
study of present and future governmental responsibilities, duties, and
functions; and be it further
Resolved, That the Board of County Commissioners of Harford
County is requested to develop its plan for a County Governmental
Center and to report it to the members of the General Assembly of
Maryland not later than January 1,1968; and be it further
Resolved, That the Secretary of State of Maryland is requested to
send copies of this Resolution to the Board of County Commissioners
of Harford County, the Harford County Capital Improvements Com-
mission, the Harford County Department of Public Works, and the
Harford County Planning and Zoning Commission.

(Senate Joint Resolution 34)
Senate Joint Resolution commending the Food and Drug Adminis-
tration for its investigation of artificial sweeteners and urging the
Administration to make its report on this as soon as possible.
Whereas, the Food and Drug Administration has begun an
investigation of artificial sweeteners as a possible cause of birth
control and fetal deaths, and
Whereas, the investigation involves cyclamater, the basic ingredi-
ent of virtually every artificially sweetened product now on the
market, and
Whereas, the investigation was begun as the result of data which
indicated that there might be a link between cyclamate and birth
defects, and
