Whereas, This would be the appropriate time for Maryland to
launch a well financed campaign to inform the world of the
attributes of the Chesapeake Bay and attract tourists and their
money to this area; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
and the Budget Director be requested to provide for in the supple-
mental budget an amount sufficient to properly carry out the interest
of this resolution to be appropriated to the Department of Economic
Development for the use of its Tourist Development and Publicity
Department to be used to publicize the Chesapeake Bay region of
Maryland; and be it further
Resolved, That copies of this Resolution be sent to the Governor,
Spiro T. Agnew, Mr. James P. Slicher, Director of Budget and Pro-
curement, Mr. George W. Hugley, Jr., Director of the Department of
Economic Development, and Mr. Gilbert A. Crandall, Chief of
Tourist Development and Publicity for the Department of Economic
Development.

(Senate Joint Resolution 33)
Senate Joint Resolution requesting the Board of County Commis-
sioners of Harford County to study and develop a Master Plan
for a County Governmental Center in Harford County, with partic-
ular emphasis on buildings and facilities for a new Court House.
The General Assembly of Maryland recommends to the Board of
County Commissioners of Harford County that serious study be given
to the development of a Master Plan in Harford County to provide a
County Governmental Center, giving particular emphasis to the need
for new Court House facilities.
Harford County is a rapidly-growing portion of the State of Mary-
land. Its population has vastly increased in recent decades and the
rate of increase continues at a high level.
The demands and aspirations of the citizens of Harford County for
additional governmental services impose constantly increasing duties
upon all officials of the county government. In particular; the facil-
ities and buildings for the administration of justice need study,
re-planning, and expansion. The present Court House facilities are
not adequate for this large and growing county, and unless prompt
steps are taken to improve the buildings and facilities in the county,
the inadequacies of the present arrangement will become increasingly
evident.
It is vital, therefore, that county officials in Harford County make
plans for the long-range expansion and improvement of govern-
mental facilities in the county. The need is to accommodate the
increase in governmental functions and also to improve the adminis-
tration of the county government's present functions; now, there-
