CHAPTER 754
(House Bill 1020)

AN ACT to add twenty-seven sections to the Code of Public Local
Laws of Carroll County (1965 Edition, being Article 7 of the Code
of Public Local Laws of Maryland), said new sections to be under
the subtitle "Carroll County Sanitary Commission," said sections
providing for the establishment of a Sanitary Commission in Carroll
County and conferring upon such Commission the power and au-
thority to construct, operate and maintain water and sewerage sys-
tems and drainage facilities in Carroll County, and to provide
water, sewer and drainage services within such parts of Carroll
County other than in any municipal corporation, and within certain
other prescribed areas contiguous to any existing municipal corpo-

rations except as provided under the provisions of this subtitle

AND WITHIN CERTAIN OTHER PRESCRIBED CONTIGUOUS
AREAS; PROVIDING THAT THE COMMISSION MAY EXER-
CISE POWER AND AUTHORITY WITHIN ANY MUNICIPAL
CORPORATION AND PRESCRIBED CONTIGUOUS AREAS
WITH THE CONSENT OF THE GOVERNING BODY OF THE
MUNICIPALITY; providing for the appointment of members of
the Commission; defining the powers, duties, obligations, rights
and functions of the Commission; providing generally for the
powers and duties of the Board of County Commissioners of Carroll
County with relation to the Commission; conferring the power to
set and establish service charges, front foot benefit assessments and
ad valorem taxes by the Commission and the Board of County
Commissioners of Carroll County for the purposes of paying opera-
ting and capital costs to be incurred under the provisions of this
subtitle; providing for the issuance and sale of bonds by the
Carroll County Sanitary Commission to be guaranteed by the
County Commissioners of Carroll County, the proceeds of which
to be used in connection with the financing of water and sewerage
systems under the provisions of this subtitle; and relating gener-
ally to the Carroll County Sanitary Commission and to its opera-
tions within Carroll County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 439A to 439AA, inclusive, of the Code of Public Local
Laws of Carroll County (1965 Edition), being Article 7 of the Code
of Public Local Laws of Maryland, title "Carroll County," subtitle
"Carroll County Sanitary Commission," be and the same are hereby
enacted, all to read as follows:

CARROLL COUNTY SANITARY COMMISSION
439A.

There is hereby created a public body politic and corporate of
the State of Maryland to be known as the Carroll County Sanitary
Commission (referred to hereinafter in this subtitle as "the Commis-
sion"), which shall be organized and shall have and may exercise the
powers and duties conferred by this subtitle. The Commission shall
have and may exercise all powers necessary or convenient for carry-
ing out the purposes set forth in this subtitle, including but without
limiting the generality of the foregoing, the following:
