and to provide for the appropriate filing of applications, the conduct-
ing of examinations, and the conducting of necessary investigations.
The Comptroller shall further provide for the necessary personnel,
office space and equipment be furnished the Chief of License In-
spectors to insure that this subtitle is implemented.
(b) Definitions.
The following terms are defined for the purposes of this sub-
title:
(1) "General Contractors" or "Sub-Contractor" shall mean
any non-resident person, firm, association or corporation that for
a fixed price, commission, fee or percentage, undertakes to bid upon,
or accepts or offers to accept, orders or contracts for performing
or superintending;: (a) any work on or in any building or structure
requiring the use of paint, stone, brick, mortar, wood, cement,
structural iron or steel, sheet iron, galvanized iron, metallic piping,
tin, lead, or other metal or any other building material; OR (b) any
paving, curbing or other work on sidewalks, streets, alleys, or high-
ways, on public or private property, using asphalt, brick, stone,
cement, concrete, wood or any composition; OR (c) the excavating of
earth, rock, or other material for foundation or any other purpose;
OR (d) the construction of any sort of stone, brick, terra cotta or
other material; OR (e) any work involving the erecting, installing,
altering or repairing, electric wiring, devices or appliances per-
manently connected to such wiring; or the erecting, repairing or
maintaining of lines for transmission or distribution of electric light
and power; OR (f) any work involving the installing, altering or re-
pairing of any plumbing, steam fitting or other piping, when the
amount of the bid or the cost of the undertaking, order, contract or
subcontract is $30,000 or more; and PROVIDED THAT any person,
firm, association or corporation who shall bid upon, accept or offers
to accept, or engage in the doing or the superintending of any work
above-mentioned IN (A) THROUGH (F) OF THIS SUBSECTION
in the State costing $20,000 or more shall be deemed to have engaged
in the business of general contracting or sub-contracting in this
State.
(2) "Person" shall mean any person, firm, corporation (as de-
fined in Article 81, Section 2) or association.
(3) "Non-resident" shall mean any person, as defined above in
(2) who is neither doing QUALIFIED TO DO business in the State of
Maryland in accordance with Article 23, Section 90 nor is properly
qualified or registered with the State Department of Assessments and
Taxation as a domestic person defined in (2), AND IS DOING LESS
THAN EIGHTY PER CENT (80%) OF HIS BUSINESS IN THE
STATE OF MARYLAND.
(4) "Inspector" shall mean the Chief License Inspector in the
License Bureau under the Comptroller's Office.
(5) A singular personal pronoun shall be taken to include any
person, firm, association or corporation.
(c) Record of proceedings; funds; office space and staff.
The Inspector shall keep a record and account for all money
derived from the operation of this subtitle. All fees collected pur-
