suant to the provisions of this subtitle shall be paid into the State's
general fund and warrants for the expenditure of funds for the
proper enforcement and execution of this subtitle, including the
employment of such clerical assistance as may be necessary, pro-
viding adequate office space and actual travel, shall be issued upon
vouchers signed and paid by the Comptroller out of such funds.
All excess funds shall revert to the general fund.
(d) Register of applicants; evidence.
The Inspector shall keep a register of all applicants registration,
showing for each the date of application, the name, qualifications,
place of business, place of residence, and whether the certificate
of registration was granted or refused. The books and register
shall be prima facie evidence of all matters reported therein.
(e) Roster of registered general contractors.
A roster showing the names and places of business and of resi-
dence of all registered contractors shall be prepared by the In-
spector during the month of August of each year. Such rosters
shall be printed by the Inspector out of the funds provided for by
the Comptroller of Maryland as provided for herein and a copy
mailed to and placed on file by the Clerk of the Circuit Court for
each of the several counties and by the Clerk of the Superior Court
of Baltimore City.
(f) Annual reports; statement of receipts and expenditures.
On or before the first day of August of each year, the Comp-
troller shall submit to the Governor a report of the transactions
for the preceding year, together with a complete statement of re-
ceipts and expenditures attested to by the affidavit of the Inspector.
(g) Necessity for license and certificate of registration.
It shall be unlawful for any person to engage in or offer to engage
in, general contracting or sub-contracting in this State, unless he had
been duly licensed and issued a certificate of registration under the
provisions of this subtitle.
(h) Application for registration; fees, examinations and issu-
ance of certificate.
(1) Any person desiring to be registered as a general contractor
or sub-contractor in this State shall make and file with the In-
spector a written application on such form as may then be by the
Comptroller prescribed for examination by the Inspector, which
application shall be accompanied by $100.00. The Inspector may
require the applicant to furnish evidence of his ability, character
and financial responsibility, and if the application is satisfactory
to the Inspector, then the applicant shall be entitled to an examina-
tion to determine his qualifications. If the result of the examination
of any applicant shall be satisfactory to the Inspector, he shall
issue to the applicant a certificate to engage as a general contractor
or sub-contractor in this State as provided in the certificate. The
Inspector may grant an unclassified certificate or limit the certifi-
