The committing magistrates shall be appointed, one for Vienna and
one for Cambridge
AT LARGE FROM THE COUNTY.

108.

(9) (a) (1) In Dorchester County, the Governor shall appoint
two persons as judges of the People's Court of Dorchester County
for terms of four years each to begin on June 1,1967 and every four
years thereafter or until their successors are appointed and have
qualified who shall be subject to confirmation by the Senate of
Maryland. One of the judges shall be designated as the chief judge
of the court and shall receive an annual salary of four thousand five
hundred dollars ($4,500.00); and the other judge shall be designated
as the associate judge of the court and shall receive an annual
salary of four thousand dollars ($4,000.00). The judges of the court
shall be persons who are admitted to the practice of law in this
State and not more than 70 years of age, and they shall devote such
time as may be required to their duties as judges of the court. The
judges of the court shall not appear as counsel in any case which is
within the jurisdiction of the People's Court. The Trial Magistrate
sitting in Cambridge on January 1, 1967 shall continue in
office
until the People's Court Judges take office.

(2) The Governor shall also appoint two trial magistrates for
the county who shall sit at Hurlock and Vienna and who shall have
an annual salary of two thousand dollars ($2,000.00).

(b)   (1) The judges of the court in all cases brought before them
shall have all of the power and jurisdiction formerly exercised by the
trial magistrates appointed for the county.

(2)    In addition to but not in substitution for the above powers,
the judges of the court shall have the following powers:

(3)    To prescribe rules governing the practice and procedure of
the court, including, but not limited to, the power to accept pleas of
nolo contendere and to cite for contempt.

(4) To place on probation without verdict, or to suspend sentence
or costs or both, and to place the person on probation and to invoke
such conditions for probation as may be desirable. Any person
placed on probation shall be under the supervision of the State
Department of Parole and Probation.

(5) The trial magistrates for Hurlock and Vienna shall have, in
addition to the powers formerly exercised by them, the power to
place persons on probation without verdict.

(c)    The laws applicable to appeals from actions of the trial
magistrates of the county shall be applicable to appeals from all
cases before the People's Court.

(d)    Clerical assistance for the People's Court shall be appointed
by the judges of the court, subject to the approval of expenses and
compensation by the County Commissioners of Dorchester County.
The trial magistrates for Hurlock and Vienna shall each have a
clerk who shall receive an annual compensation of five hundred
dollars ($500.00). The dockets of the People's Court shall be kept
current and shall be public records.
