109.

One constable at large may be appointed by the county commis-
sioners of the several counties for each trial magistrate, and each
of said constables at large shall receive, in lieu of fees in civil and
criminal cases, an annual salary of $1,600.00; but in Allegany
County, the County Commissioners shall appoint two constables at
large for the two trial magistrates who sit for the trial of cases in
the City of Cumberland; each of the said constables shall receive
an annual salary of not less than three thousand dollars ($3,000.);
and such mileage as the County Commissioners shall allow, and the
County Commissioners of Allegany County may increase the com-
pensation of said constables or appoint additional constables at
large for trial magistrates in said county and provide for the com-
pensation of such constables either by the fees prescribed by law or
by such annual salary in lieu of fees, as the County Commissioners in
their discretion, may determine provided, however, that the pro-
visions of this section shall not apply to the counties of Howard,
Carroll, Frederick, Dorchester, Montgomery, Wicomico, Prince
George's, Harford, Cecil and Calvert and in Anne Arundel the County
Commissioners shall provide the compensation for the constables of
the People's Court as provided in the public local laws thereof.

110.

(d) Committing magistrates in Dorchester County shall each
receive an annual salary of fifteen hundred dollars ($1,500.00).

112.

(a) The county commissioners shall provide such clerical as-
sistance, and pay such compensation therefor as said commissioners
may deem reasonably necessary for any trial magistrate. The ap-
pointment of clerical assistants shall be made by the trial magis-
trate to be thus served when provision therefor is made by the
county commissioners except that in Montgomery, Allegany, Balti-
more and Kent counties such clerical assistants shall be appointed by
the county commissioners of said counties. In counties in which pro-
vision is made by the county commissioners for clerical assistants,
the trial magistrates shall direct and supervise the services to be
rendered by said assistants. In Kent County, the clerk of the trial
magistrate of said county shall receive a salary of twenty-four hun-
dred dollars ($2,400) per year, payable in equal monthly install-
ments. The County Commissioners of Kent County are hereby
authorized to increase said compensation.

The said clerk in Kent County shall be present in the magistrate's
office Monday through Friday of each week from 9 A.M. through
4 P.M. and any other times the trial magistrate holds court.

The provisions of this section are not applicable in Dorchester
County.

119.

(a) In addition to the justices of the peace and justices of the
peace at large hereinbefore specified, the Governor, by and with
the advice and consent of the Senate, shall appoint one justice of the
peace at large for each county of the State, except Anne Arundel,
Dorchester, Montgomery, Prince George's, Kent and Washington
