AT THE TIME OF THE ENACTMENT OF THIS SUBSECTION.
THE PROVISIONS OF THIS SUBSECTION SHALL NOT PRO-
HIBIT THE ISSUANCE OF LICENSES FOR THE SALE OF
ALCOHOLIC BEVERAGES IN ANY PRECINCT OF ANNE
ARUNDEL COUNTY WHERE THE NUMBER OF ALL LI-
CENSED PREMISES FOR THE SALE OF ALCOHOLIC BEV-
ERAGES AT RETAIL IS LESS THAN ONE FOR EACH 1,000
OF REGISTERED VOTERS OF SAID PRECINCT AND THE
PROVISIONS OF THIS SUBSECTION SHALL NOT APPLY
TO THE ISSUANCE OF LICENSES FOR THE SALE OF AL-
COHOLIC BEVERAGES WITHIN THE CITY OF ANNAPOLIS.
THE PROVISIONS OF THIS SUBSECTION SHALL BE EFFEC-
TIVE ONLY UNTIL JUNE 1, 1968.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immedi-
ate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 651)
AN ACT to repeal Section 703A of Article 66C of the Annotated Code
of Maryland (1957 Edition and 1966 Supplement), title "Natural
Resources," subtitle "Oysters and Clams," and to enact new Sec-
tion 703A in lieu thereof, to stand in the place of the section re-
pealed, to authorize power dredging on leased areas of Wicomico
County under license to be obtained from the Department of Chesa-
peake Bay Affairs, to prescribe conditions for such dredging and to
provide penalties for violations of this section.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 703A of Article 66C of the Annotated Code of Maryland
(1957 Edition and 1966 Supplement), title "Natural Resources," sub-
title "Oysters and Clams," be and it is hereby repealed, and that
new Section 703A be and it is hereby enacted in lieu thereof, to stand
in the place of the section repealed, and to read as follows:
703A.
(a) To enable private planters to more effectively compete for
seed oysters and more economically produce oysters through clean-
ing of grounds leased for cultivation of oysters in Wicomico County
located in the Wicomico and Nanticoke Rivers, subject to the follow-
ing conditions:
(b) No dredging as provided under this section is allowed except
under a license TO DREDGE ON LEASED GROUNDS which is
issued by the Department of Chesapeake Bay Affairs to the dredge
boat.
