a yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 441)
AN ACT to repeal Section 28(i) of Article 2B of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Alcoholic Beverages," subtitle "Local Licenses and License
Provisions," and to enact a new Section 28(i) in lieu thereof, to
stand in the place of the section repealed, to provide that no beer,
wine and liquor licenses be issued in Senatorial Districts 6A and
6B in Anne Arundel County until June 1, 1969 1968, enumerating
certain exceptions and relating generally to the issuance of beer,
wine and liquor licenses in Anne Arundel County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 28 (i) of Article 2B of the Annotated Code of Maryland
(1957 Edition and 1966 Supplement), title "Alcoholic Beverages,"
subtitle "Local Licenses and License Provisions," be and it is hereby
repealed, and that new Section 28 (i) be and it is hereby enacted in
lieu thereof to stand in the place of the Section so repealed, and to
read as follows:
(i) That no new beer, wine, liquor licenses LICENSES FOR THE
SALE OF ALCOHOLIC BEVERAGES of any type shall be issued for
any property in Senatorial Districts 6A and 6B ANNE ARUNDEL
COUNTY; provided, however, that the provisions of this subsection
shall not prevent the transfer or assignment of any existing licensing
LICENSE in any election precinct in Senatorial Districts 6A and 6B
ANNE ARUNDEL COUNTY: PROVIDED, HOWEVER, THAT NO
LICENSE SHALL BE TRANSFERRED TO ANY LOCATION IN
ANY PRECINCT OTHER THAN WITHIN THE PRECINCT IN
WHICH THE LICENSE TO BE TRANSFERRED IS LOCATED;
and it is further provided that the provisions of this subsection shall
not prohibit the issuance of any such licenses to a club A CLASS C
CLUB LICENSE which license authorizes the sale of liquor ALCO-
HOLIC BEVERAGES to bona fide members and their guests ONLY,
on any such club's premises; and it is also provided that the provisions
of this subsection shall not apply to any special and/or temporary
licenses issued to any club, society, or association under the pro-
visions of this article. THE PROVISIONS OF THIS SUBSECTION
SHALL NOT PROHIBIT THE ISSUANCE OF ANY NEW LI-
CENSES FOR THE SALE OF ALCOHOLIC BEVERAGES FOR
ANY PREMISES WHICH ABUTS THE FEDERAL INTERSTATE
HIGHWAY SYSTEM; AND BE IT FURTHER PROVIDED THAT
AS USED IN THIS SUBSECTION THE WORD "PRECINCT"
SHALL MEAN AN ELECTION PRECINCT AS ESTABLISHED
