with the ability of the person so employed, be paid an annual
salary not to exceed $10,000.00]. The full-time permanent em-
ployees of the Board including the Chief Clerk shall be qualified,
employed and compensated in accordance with the rules and regula-
tions of the Merit Board of Prince George's County and subject
to its privileges and responsibilities, provided that, however, (1)
The Chief Clerk of said Board shall be considered the department
head for purposes of such rules and regulations, (2) There shall
be two registers for positions under such department head, one for
each of the two leading political parties, AND (8) The positions filled
from each register shall not exceed the other by more than one,
(4) Appointments to positions from the register for the political
party which enjoys a majority on the Board shall be subject to
approval of the Board as a whole, and (5) Appointments to posi-
tions from the other register shall be subject to approval of the
minority member of the Board.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 138
(House Bill 104)
AN ACT to repeal and re-enact, with amendments, Section 700(1)
of Article 66C of the Annotated Code of Maryland (1957 Edition
and 1966 Supplement), title "Natural Resources," subtitle "Oysters
and Clams," to extend the oyster tonging season in Talbot County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 700(1) of Article 66C of the Annotated Code of
Maryland (1957 Edition and 1966 Supplement), title "Natural Re-
sources," subtitle "Oysters and Clams," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
700.
(1) It shall be unlawful to take or catch oysters by tongs or
patent tongs except during the tonging season which shall begin
on the fifteenth day of September in each year and end on the thirty-
first day of March next succeeding, except in the following waters
where the tonging season shall be as follows:
Worcester County January 1 to December 31, inclusive.
Talbot County IN THE WATERS
OF TALBOT COUNTY NOT
WORKED IN COMMON WITH
ANY OTHER COUNTY September 15, to April 15, inclusive.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
