or area is reserved for Urban Renewal purposes, and further, the
Commission may indicate a special zoning classification for said land
or area, if applicable. The Commission shall then recommend to the
District Council an appropriate classification. However, if the gov-
erning body so designating such land or area as Urban Renewal
Area fails to make substantial progress in development of plans for

such redevelopment within one (1) calendar year, or fails to com-
plete and adopt a plan of redevelopment for said area within two (2)

calendar years of the date of such designation, said land or area shall
no longer be considered to be reserved for Urban Renewal purposes.

78.

(B) BEFORE ANY MAP AMENDMENT SHALL BE PASSED
IN PRINCE GEORGE'S COUNTY, IT SHALL FIRST BE SUB-
MITTED TO THE PRINCE GEORGE'S COUNTY PLANNING
BOARD. THE DISTRICT COUNCIL SHALL ESTABLISH A
SCHEDULE FOR THE HEARING OF ALL APPLICATIONS AND
SHALL ALLOW THE PLANNING BOARD A REASONABLE
TIME, NOT LESS THAN THREE (3) MONTHS, FOR CONSIDER
ATION AND REPORT. PRIOR TO THE PLANNING BOARD'S
ACTION ON THE PROPOSED AMENDMENT, IT
SHALL RE-
CEIVE A REPORT FROM ITS TECHNICAL STAFF WHICH
SHALL ALSO BE SUBMITTED TO THE
APPLICANT AND/OR
HIS ATTORNEY OR
AGENT AND TO ANY OTHER PERSON
WHO SHALL REQUEST A COPY OF SUCH REPORT. THE PLAN-
NING BOARD SHALL NOT TAKE ACTION ON THE SAID

AMENDMENT UNTIL AT LEAST THIRTY (30) DAYS AFTER
RECEIPT OF THE TECHNICAL STAFF REPORT. PRIOR TO

THE PLANNING BOARD'S ACTION, THE APPLICANT AND
ANY OTHER PERSON, CORPORATION, OR ASSOCIATION MAY
SUBMIT WRITTEN RESPONSES TO THE TECHNICAL STAFF
REPORT. THE PLANNING BOARD SHALL MAKE ITS
RECOM-
MENDATION ON THE BASIS OF THE WRITTEN RECORD
BEFORE IT, INCLUDING, BUT NOT LIMITED TO, ITS PLANS,
STUDIES, THE TECHNICAL STAFF REPORT, AND SUCH
WRITTEN RESPONSES AS MAY HAVE BEEN FILED. THE

PLANNING BOARD SHALL TAKE ACTION BY RESOLUTION
ADOPTED AT A REGULARLY SCHEDULED PUBLIC MEET-
ING HELD WITHIN THE TIME LIMITS ESTABLISHED BY

THIS SUBSECTION. THE ACTION OF THE PLANNING
BOARD AS SET FORTH IN THE RESOLUTION SHALL BE

TRANSMITTED TO THE DISTRICT COUNCIL TOGETHER
WITH COPIES OF THE ORIGINAL APPLICATION, THE
TECH-
NICAL STAFF REPORT AND THE RESPONSES FILED
THERETO.
BOARD FOR APPROVAL, DISAPPROVAL, OR SUG-
GESTIONS. THE COUNTY COMMISSIONERS FOR PRINCE
GEORGE'S COUNTY ARE AUTHORIZED TO PROVIDE BY
ORDINANCE PROCEDURES TO BE FOLLOWED BY THE
PRINCE GEORGE'S PLANNING BOARD IN CONSIDERING
ZONING MAP AMENDMENTS TO THE EXTENT THAT SUCH
PROVISIONS ARE NOT IN CONFLICT WITH THE PROVI-
SIONS OF THIS SUBTITLE. IT IS FURTHER PROVIDED THAT
THIS PROVISION SHALL RELATE ONLY TO ZONING MAP
AMENDMENT APPLICATIONS FILED AFTER JUNE 1, 1967.
ZONING MAP AMENDMENT APPLICATIONS FILED PRIOR
TO JUNE 1, 1967, SHALL BE CONSIDERED IN ACCORDANCE
