or any part thereof fails to satisfy or comply with such statement,

the Commission shall make such modifications and amendments to
the plan as directed by at least five members of the Council as being

necessary to make the plan comply with and satisfy the statement;

provided, however, that no change may be required by the District
Council which was not presented at a Public Hearing. When
satis-
fied that the plan complies with the
approved Statement of Concepts,
the Council shall approve the plan by resolution, provided, however,
that failure of the Council to approve or disapprove the plan
within
30 days of submission to it by the Commission shall constitute final
approval for the purposes of this section.

(4) Adoption and Amendment by Commission. At its first regular
meeting next following approval of the plan by the Council, the

plan shall be submitted to the Commission for adoption. No plan
or amendment to an approved plan may hereafter be adopted by the
Commission unless and until approved by the Council.

(1)   CONCEPT DEVELOPMENT. WHEN THE COMMISSION
AND ITS STAFF SHALL HAVE COMPLETED THE PRELIMI-
NARY STUDIES AND DETERMINED THE PROPOSED CON-
CEPTS, GUIDELINES, AND GOALS TO BE FOLLOWED IN
THE PREPARATION OF ANY PLAN, THE RESULTS OF THE
STUDIES AND THE PROPOSED CONCEPTS, GUIDELINES
AND GOALS SHALL BE TRANSMITTED TO THE DISTRICT
COUNCIL FOR APPROVAL. WITHIN SIXTY DAYS OF THE
RECEIPT THEREOF, THE COUNCIL SHALL REVIEW THE
PROPOSED CONCEPTS, GUIDELINES, AND GOALS, AND AP-
PROVE AND RETURN THE SAME TO THE COMMISSION
WITH SUCH MODIFICATIONS, REVISIONS, AND AMEND-
MENTS AS IT SHALL DETERMINE. IN THE EVENT THE
COUNCIL SHALL FAIL TO ADVISE THE COMMISSION OF
ITS APPROVAL WITHIN THE AFORESAID SIXTY DAYS,
THEN IT SHALL BE DEEMED TO HAVE APPROVED THE
PROPOSAL AS SUBMITTED.

(2)  REFERRAL AND RECOMMENDATION. AT LEAST SIX-
TY DAYS PRIOR TO THE COMMISSION'S PUBLIC HEARING
ON ANY PROPOSED PLAN, THE COMMISSION SHALL REFER
SUCH PLAN TO THE DISTRICT COUNCIL FOR REVIEW AND
CONSIDERATION. IF IT SHOULD APPEAR TO THE DISTRICT
COUNCIL THAT THE PLAN OR ANY PART THEREOF FAILS
TO SATISFY OR COMPLY WITH THE APPROVED CONCEPTS,
GUIDELINES, AND GOALS, OR IF IT SHALL HAVE ANY
OTHER RECOMMENDATIONS, THEN IT SHALL SO NOTIFY
THE COMMISSION, AND THE DISTRICT COUNCIL'S COM-
MENTS OR RECOMMENDATIONS SHALL BE MADE A PART
OF THE RECORD OF THE PROCEEDING BEFORE THE COM-
MISSION.

(3)   FINAL APPROVAL PROCEDURE. FOLLOWING THE
PUBLIC HEARING, THE COMMISSION SHALL PREPARE AND
SUBMIT TO THE COUNCIL THE PLAN FOR FINAL AP-
PROVAL WITH SUCH REVISIONS, MODIFICATIONS AND
AMENDMENTS AS THE COMMISSION SHALL RECOMMEND.
THE DISTRICT COUNCIL SHALL APPROVE THE PLAN WITH
SUCH REVISIONS, MODIFICATIONS AND AMENDMENTS AS
ARE DETERMINED BY AT LEAST FIVE MEMBERS OF THE
COUNCIL, PROVIDED, HOWEVER, THAT FAILURE OF THE
