planning area master plan or general plan prepared by the Com-
mission, the Commission shall refer such plan to the District Council
for review and consideration. The District Council shall, through
a designated spokesman, be present at the public hearing on such
plan to present its recommendations thereon. The Commission shall
give due consideration to the District Council's recommendations
and, upon adoption of the plan, shall refer the same to the District
Council for its review and approval. The District Council shall then
either approve the plan or return it to the Commission, together
with written reasons for such return, for further consideration
within ninety (90) days from referral. If the District Council does
not return a detailed watershed or planning area master plan to
the Commission as aforesaid, the said plan shall be considered to
be an approved plan for the purpose of Section 78(a) of this Act.
The Commission, after giving due consideration to the recommenda-
tions of the District Council, may then, forthwith either amend the
plan in accordance with such recommendations or, in the alternative,
notify the District Council of its objections to such recommenda-
tions. In the event the Commission amends the plan in accordance
with the recommendations of the District Council, a detailed water-
shed or planning area master plan shall be considered to be an
approved plan for the purpose of Section 78 (a) of this Act.]

(e)  Approval By District Council Prince George's County. In
Prince George's County any plan adopted by the Commission shall
be referred to the District Council for review and consideration.
The District Council shall
HOLD A PUBLIC HEARING THERE-
ON AND SHALL approve, disapprove, or return the plan to the
Commission for further consideration within six months; otherwise
the same shall be considered as an approved plan for the future
development of the district as set forth in this section.

(f)  Approval By District Council Montgomery County

(1) Concept Development. Subsequent to the inventory and analy-

sis stages in the preparation of each local master plan, the Com-

mission and appropriate staff shall meet with the Council to review
the proposed concepts, guidelines, and goals to be
followed in the
preparation of the plan. Such concepts, guidelines and goals shall be
reduced to writing as a brief statement of concepts by the Commis-
sion, and submitted to the Council for review and approval, before

(2) Referral and Recommendation. At least 30 days prior to the
public hearing on any proposed plan, the Commission shall refer
such plan to the District Council for review and consideration. If

in the opinion of the District Council, the plan or any part thereof

fails to satisfy or comply with the approved Statement of Concepts,
the District Council shall notify the Commission at the public hear-
ing and shall recommend such changes as, in the opinion of the

Council, will make the plan satisfy and comply with the statement.

(3) Final Approval Procedure. Upon completion of a plan, but
prior to its adoption, the Commission shall meet with the Council
and review the same with reference to the approved Statement of

Concepts. Where, in the opinion of the District Council, the plan

ment, but failure of the Council to approve or disapprove it, either

with or without amendments, within 30 days of such submission
