(e) To apply all monies, assets, property, or other things of value
it may receive as an incident to its operation, to the general purposes
of the Trust;
(f) To cooperate with and assist insofar as practicable, any
agency of the State of Maryland, or any of its political subdivisions,
and any private, public, or Federal, agency or foundation, or person,
in furtherance of the purposes of the Trust.
(g) To take any action necessary and proper to effectuate the
powers expressly conferred by this subtitle;
(h) To adopt, subject to the terms of this enactment, such rules
as are necessary and proper for the regulation of their own govern-
ment or to effectuate the purpose of the Trust;
(i) To delegate any of the powers herein conferred to any one
or more of the trustees or to the Director of the Trust; and
(j) To report annually to the Governor and the Legislature of the
State of Maryland their activities during the preceding year together
with any recommendations or requests they deem appropriate to
further the purposes of the Trust.

The trustees shall elect from their membership a Chairman, a
Secretary, and such other officers as they shall determine. The
trustees shall meet at places and dates to be determined by the
trustees not less than two times a year. Other meetings may be
called by the Chairman and must be called by the Chairman at the
request of four or more trustees. All trustees shall be notified by the
Secretary, in writing, of the time and place of all meetings at least
seven days in advance of such meeting; except that meetings may be
held on shorter notice if all trustees shall agree. Eight Trustees
shall constitute a quorum for the conduct of the business of the Trust.
In the event that at any time there is no Director of the Trust, his
duties and powers shall devolve upon the Chairman. The Chairman
with the consent of the Trustees may appoint an Advisory Council.

The trustees may appoint a Director of The Maryland Environ-
mental Trust to direct and administer the activities of the Trust sub-
ject to the direction and control of the trustees and may employ other
persons as necessary. The Director and other employees shall be
employees of the Trust and not of the State of Maryland. The trustees
may remove the Director and any other employee at their will.

The trustees may request and shall receive from the Attorney
General of the State of Maryland all legal counsel and services neces-
sary to effectively carry out the purposes of the Trust.

The State of Maryland is authorized to pay over and transfer to the
Trust from time to time, monies or property to carry out the pur-
