1304                               LAWS OF MARYLAND                         [CH. 648

of the General Assembly of Maryland, and the Speaker of the House
of Delegates of the General Assembly of Maryland shall be ex-officio
members of the Board of Trustees. The twelve trustees shall be
initially appointed by the Governor,
SUBJECT TO THE ADVICE
AND CONSENT OF THE SENATE OF MARYLAND as follows:
three members for terms of one year each; three members for terms
of two years each; three members for terms of three years each; and
three members for terms of four years each. As the terms of the
appointed trustees expire and thereafter their successors shall be
elected for a term of four years at any duly constituted regular or
special meeting by unanimous vote of the trustees present.

In the event that a trustee for any reason fails to serve or to com-
plete any appointed or elected term, a successor shall be elected for the
remainder of such term at any duly constituted regular or special
meeting by unanimous vote of the trustees present. Selection of
trustees whether by appointment or election shall be such as to obtain
a broad distribution from the professions and other occupations, and
a broad geographical distribution, of trustees throughout the State
of Maryland, insofar as is practicable and consistent with the pur-
poses of the Trust.

181-O.

The trustees shall serve without compensation.

181-P.
The trustees shall have the following powers and duties:

(a)     To receive annual appropriations as may be provided in the
budget;

(b)    To sponsor, assist, conduct, or otherwise cause to be under-
taken, comprehensive programs of research and education pertain-
ing to the aesthetic, natural, health and welfare, scenic, or cultural
qualities of Maryland's environment, including the provision of fi-
nancial grants to public and private agencies, organizations, and
persons engaged by the Trustees for consulting and other special
participation in these programs.

(c)     To acquire and hold real and personal property, or any in-
terest therein, of aesthetic, scenic, or cultural significance, or of
significance to the health and welfare of the public, by lease, gift,
purchase, devise, bequest, or by any other means, and to conserve,
improve, administer, invest, or dispose of such properties for the
purposes of the Trust outlined in Section 181-L, and in the acquisition
of such properties to acquire property adjacent thereto deemed neces-
sary for the proper use and administration of the Trust;

(d)    To accept gifts, grants, legacies, bequests, devises, and en-
dowments for any purpose which falls within that of the Trust and,
unless otherwise specified by the person making such gift, grant,
legacy, bequest, devise, or endowment, the trustees may expend both
principal and income of any such gift, grant, legacy, bequest, devise,
or endowment of money or invest the same in whole or in part in
general obligations of the State of Maryland or other securities, in
furtherance of the Trust, as they may decide, if a quorum is present,
by the affirmative vote of a minimum of seven members of the
trustees at any duly constituted regular or special meeting;
