(c)  Design new or expanded programs in the arts either individ-
ually or in concert with existing arts organizations or arts organiza-
tions which may come into existence hereafter.

(d)  Encourage and assist in the formation and activities of local
community arts councils.

(e)  Provide technical and consultative assistance to arts organi-
zations throughout the State.

(f)  Assist, both logistically and financially, in the touring of out-
standing professional performances and exhibitions of art, from
within and outside the State, to communities throughout the State.

(g)  Make awards for excellence in the arts.

(h) Make grants to arts organizations and individual artists.

(i) Cooperate with educational institutions and organizations to
establish a higher level of education in and appreciation of the arts
on the part of students throughout the State.

(j) Explore the feasibility of regional arts programming in the
neighboring states and of program exchange with other states and
implement any such programs it deems advisable.

(k) Publish an annual report and such other material as it deems
appropriate.

394. For purposes of this subtitle, the term "the arts" shall
include but not be limited to dance, drama, music drama, architec-
ture, painting, sculpture, graphics, crafts, photography, design, film,
television and creative writing.

895. (A) In the course of exercising its powers and duties under
this subtitle, the Council shall avoid any actions which would inter-
fere with the freedom of artistic expression or with the established
or contemplated arts programs in any community.

(B) THE GOVERNOR SHALL NOT PROPOSE THE EXPEN-
DITURE OF A SUM OF MORE THAN FIFTY THOUSAND DOL-
LARS ($50,000.00) IN GENERAL FUNDS FOR THE PURPOSES
AND PROGRAMS OF THE COUNCIL DURING ANY ONE FIS-
CAL YEAR.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THE EM-
PLOYEES OF THE COUNCIL WHO HELD SUCH POSITIONS
ON FEBRUARY 1, 1967 SHALL CONTINUE TO HOLD THEIR
POSITIONS WITHIN THE STATE CLASSIFIED SERVICE
AFTER JUNE 1, 1967 WITHOUT EXAMINATION.

Sec. 2. 3. 2. And be it further enacted, That this Act shall take
effect July 1, 1967.
