by the President of the Senate of Maryland and the other of whom
shall be appointed by the Speaker of the House of Delegates of
Maryland.

(c)  In making his appointments the Governor shall give due con-
sideration to the recommendations made to him by the representa-
tives of civic, educational and professional organizations concerned
with or engaged in the production or presentation of the perform-
ing, visual or creative arts,
AND TO APPROPRIATE GEO-
GRAPHICAL REPRESENTATION BY ALL PARTS OF THE
STATE.

(d)  Members of the Maryland Arts Council shall serve without
compensation, but each member shall be reimbursed for his necessary
traveling and other expenses incurred in the performance of his offi-
cial duties.

(e)  The Council shall select annually from its membership a
Chairman, a Vice Chairman and a Secretary-Treasurer.

391.  Meetings of the Council shall be called by the Chairman at his
discretion. The Council shall meet at least four times annually.

392.  The Council shall have the power and authority necessary to
carry out the duties imposed upon it by this subtitle including but not
limited to the following:

(a)  Continuing all programs and activities and assuming all
assets, liabilities, contracts, leases and other such obligations of the
body formerly known as the Governor's Council on the Arts in
Maryland.

(b)  Adopting reasonable rules and regulations to effectuate the
provisions of this subtitle.

(c)  Employing an Executive Director and an Assistant Director
both of which are unclassified positions and such administrative,
technical, consultative and other personnel as it deems appropriate
at such salaries as may be provided in the annual State budget.

(d)  Entering into contracts and agreements.

(e)  Engaging services.

(f)  Requesting and obtaining from any department, division,
board, bureau, commission or other agency of the State, such assist-
ance and data as will enable it properly to carry out its powers and
duties hereunder.

(g)  Accepting any federal funds granted by Act of Congress or
by Executive Order for any and all of the purposes of this subtitle.

(h) Accepting any gifts, donations or bequests for any or all of
the purposes of this subtitle.

393.  The Council is authorized to conduct programs including, but
not limited to the following:

(a)  Continuation of the program of the body formerly known as
the Governor's Council on the Arts in Maryland including its state-
wide survey of resources and needs in the arts.

(b)  Determine the extent to which existing resources can fill the
needs.
