The Board of County Commissioners of Somerset County may
expend up to the sum of $100,000.00 in assisting those municipal
corporations in Somerset County which are subject to the provisions
of Article 11E of the Constitution of Maryland. These expenditures
may be made in any sum or sums in the discretion of the Board of
County Commissioners for the purpose of extending the water and
sewer systems, or either of them, which extend beyond the cor-
porate boundaries of the particular municipal corporation and for
the construction of such other facilities and supplementary works,
as in the discretion of the County Commissioners may be necessary
and proper as a part of the extension of the water and power SEWER
systems, or either of them. All such expenditures shall be in the
discretion of the Board of County Commissioners for purposes deter-
mined by them as necessary or appropriate to improve conditions
of health, to relieve or remove hazards to the public health or to
promote the industrial or commercial development of the particular
area. The expenditures may be by payments made to the proper
officials of the municipal corporations for the actual cost of any such
extension and of the related and supplementary facilities. The Board
of County Commissioners may levy upon the taxable property of
Somerset County to secure the monies required under this section.
Also, they may borrow upon the full faith and credit of Somerset
County to secure any part or all of these monies, whether by general
obligation bonds, revenue bonds or short term notes. The Board of
County Commissioners shall levy upon the taxable property of Som-
erset County for the payments of interest and principal on any
such bonds or notes.
Sec. 2. And be it further enacted, That this Act is hereby-
declared to be an emergency measure and necessary for the immedi-
ate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 17 of the
Code of Public Local Laws of St. Mary's County (1965 Edition,
being Article 19 of the Code of Public Local Laws of Maryland),
title "St. Mary's County," subtitle "County Commissioners," to
provide that the salary of the attorney to the county commissioners
of St. Mary's County shall be set by the Commission and granting
and expense allowance to the County Commissioners.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 17 of the Code of Public Local Laws of St. Mary's County
(1965 Edition, being Article 19 of the Code of Public Local Laws of
